It is located in the north of the country in the region of Orava (Arwa) and Oravský Podzámok and the small town of Námestovo with the Polish border. It was built as 2nd order street 521.

I / 78 begins at a junction with I / 59 at Oravský Podzámok and goes straight up north to the Príslop pass to cross the Oravská Magura mountains . Shortly after the village of Hruštín, the road turns north-east and reaches the town of Námestovo , located on the bank of the Arwa reservoir . In Zubrohlava the direction changes to north-northwest and slowly climbs up to the pass at the Hliny pass in the main ridge of the Beskydy Mountains . Here the road ends at the Polish-Slovakian border; About 20 km beyond the border you get to the Polish city of Żywiec .
