    The Landtag Steiermark (formerly the Steiermärkischer Landtag ) is the Landtag of the Austrian state of Styria . In those areas that are not expressly assigned to the federal government, it is called to legislate .

    Elections and organization

    Until 2015, the state parliament consisted of 56 members who are elected on the basis of the same, direct, secret and personal proportional representation of all citizens who have reached the age of 16 on election day (Article 10, Paragraph 1 of the Styrian State Constitution).

    Elections to the Styrian Landtag take place every five years, but the Landtag can resolve to dissolve it at an early stage. On June 30, 2011, the then two governing parties SPÖ and ÖVP decided from the beginning of the XVII. Legislative period, in 2015 to reduce the size of the state parliament. Since the constituent session on June 16, 2015, the Styrian Landtag has only consisted of 48 members. For entry into the state parliament, no percentage threshold has to be exceeded, but a basic mandate in one of the four constituencies has to be achieved.

    After the state elections on September 26, 2010 , five parties were represented in the Styrian state parliament. In addition to the two people's parties, the SPÖ and ÖVP , these were the FPÖ , the KPÖ and the Greens . After having to move out of the state parliament in 2005, the FPÖ managed to return to the state parliament with a percentage of around eleven percentage points and received six state parliament mandates. After the state elections in 2015 , the ÖVP and SPÖ formed the state government Schützenhöfer I under Governor Hermann Schützenhöfer .

    After the brought forward state elections on May 31, 2015, the XVII. During the legislative period, the five parties SPÖ, ÖVP, FPÖ, GRÜNE and KPÖ are again represented in the same order.

    The Styrian state parliament dissolved prematurely on September 5, 2019. New elections have been scheduled for November 2019.

    Constituencies

    Article 10 (2) of the Styrian state constitution stipulates that the state parliament mandates are to be determined in electoral districts. “Voters exercise their right to vote in constituencies, each of which must encompass a closed area. The number of MPs is to be distributed among the constituencies in proportion to the number of long-term citizens. A breakdown of eligible voters into other constituencies is not permitted. [...] "

    Styria comprises four constituencies:

    The newly elected Landtag must be convened by the President of the previous Landtag within four weeks of the election. In the first session of the newly elected state parliament, this president accepts the swearing in of the members of the parliament and, in accordance with the provisions of the state parliament's rules of procedure, leads the election of the first president of the new state parliament (Art. 13, Paragraph 2 of the Styrian state constitution) .

    The state parliament elects the state parliament president and two deputies from among its members. Anyone who is a member of the state government cannot become a member of the state parliament presidium. The state parliament is convened by its president each year for an ordinary session that should not begin before September 15 and last no longer than July 15 of the following year.

    Committees

    "The state parliament has to set up the incompatibility committee, the control committee, the committee for European Union affairs, the petitions committee, the committee for emergency situations, the committee for agreements and international treaties as well as other committees necessary for the preliminary discussion of the items to be discussed" (Art. 22 para. 1 of Styrian state constitution). The state parliament can also set up committees of inquiry .

    In addition to its legislative competence, the Landtag of Styria also has other control functions and powers of appointment. The state parliament elects and controls the state government , which is responsible to the state parliament for its management . The Landtag also elects the head of the State Audit Office. Art. 21 para. 2 of the state constitution also provides: “The state parliament is authorized to express its wishes regarding the execution of the state's enforcement in resolutions. In order to protect the general interest of the state, the state parliament can also discuss all other matters and, if necessary, pass resolutions. "
