The hockey Regional 1991/92 as in the previous year, played in five regional groups North, West, Central, South-West and South. German champions of the Regionalliga became the winner of group south EHC Straubing , who won in the final against TSV Adendorf , winner of group north.
A total of 42 teams took part in the five groups of the Regionalliga. A preliminary round was played in all groups. The two best teams in each of the groups North, West and Middle were able to qualify for participation in the qualification for the Oberliga Nord via relegation games, which only ESC Frankfurt managed to do. The best teams of the Regionalliga Süd took part in the qualification for the Oberliga Süd. For the following season the groups north, west and center were merged to form the new group north, the groups south and south / west to form the new group south. The groups North, West and Middle played regional qualifications for the Regionalliga Nord with the participation of national and association leagues. The remaining teams of the preliminary round south, the best teams of the group south / west and the best teams of the Bayernliga took part in the qualification for the Regionalliga Süd . By reducing the groups, a total of 16 teams were relegated, half of them from the South / West group.

The eight teams played a preliminary round as a single round. The first two took part in the relegation games to the Oberliga Nord, but could not prevail. They therefore played the qualification for the Oberliga Nord in two groups with the remaining teams as well as four teams from the Association League North / East.

Qualification for Regionalliga Nord, Group North
In addition to the regional leagues, the best teams from the Association League North / East took part, although the third-placed Hamburger SV 1b waived.

After the season Adendorf, Wilhelmshaven and the Berliner SC were pulled up in the Oberliga Nord. The BSC Preussen 1b renounced the regional league.
Regionalliga West

Three of the athletically qualified teams did not take part in the regional league: GSC Moers , who had been relegated from the upper league, stopped playing. The EHC Netphen was dissolved. Grefrather EC's 1b, which had been promoted from the NRW League, was dissolved. As a result, the sporty ESC Soest moved up.

The ice hockey department of Eintracht Frankfurt was dissolved in March 1991. The newly founded Frankfurt ESC "Die Löwen" took over the place of the 1b team in the Regionalliga. The EC Dillingen had withdrawn into the Landesliga Rheinland-Pfalz / Saarland. The EV Wiesbaden had renounced promotion to the regional league.

Qualification for Regionalliga Nord, group center
The Frankfurt ESC, in contrast to EHC Neuwied, prevailed in the relegation games between the Regionalliga and the Oberliga and played in the qualification for the Oberliga Nord. The EC Bad Nauheim 1b refrained from participating in the qualification for the regional league. Master EC Dillingen from the state leagues of Rhineland-Palatinate / Saarland took part.
