The Hessian University for Police and Administration (HfPV) - University of Applied Sciences - is a university of applied sciences for public administration in Hesse . It consists of the police and general administration departments. Until it was renamed on January 1, 2011, it was called the Administrative College in Wiesbaden (VFH).

It is a non-legal institution and internal university of the State of Hesse. The legal basis is the law on technical college education for administration and justice (Verwaltungsfachhochschulgesetz). Unlike other Hessian universities, it is directly subordinate to the Hessian Ministry of the Interior and for Sport. The corporations , foundations or institutions under public law register their candidates for higher service after a pre-selection (aptitude test) for studies.

Specific task

"The HfPV provides students from the fields of police, internal general administration and pension insurance through application-oriented teaching with the scientific knowledge and methods as well as the practical professional skills and knowledge that are required to fulfill the tasks in their career. to enable students to act responsibly in a liberal, democratic and social constitutional state and to work scientifically. "

Regional departments

The HfPV is based in the Hessian capital Wiesbaden . Further departments exist in Giessen , Kassel and Mühlheim am Main . The Darmstadt and Frankfurt am Main departments were closed on June 1, 2005 by the Hessian state government and distributed to Mühlheim and Wiesbaden. At the Wiesbaden and Kassel locations, the administrative and police departments, which were previously housed separately, were merged.

Funding and tuition fees

The state of Hesse bears the costs of the HfPV, unless they are covered by fees. In order to cover the costs of training employees of other employers (training authorities), fees were charged on the basis of the ordinance on fees for administrative colleges of October 1, 1980. As early as 1990, the Hessian Court of Auditors assessed the determination and billing of fees as extensive, time-consuming and error-prone. As a result of fluctuating fee levels and increased training costs when the workload was low, smaller training authorities in particular tended to no longer have their own candidates for the higher service trained at the HfPV. Training at the HfPV cost more than € 20,000 at its peak.

Since 2007, other employers have only charged a flat fee of € 3,000 per participant for the three-year study period for training at the HfPV . For attending advanced studies ( master’s courses ) and advanced training events, fees are charged for participation.

Studies, registration and number of students

At the university, there are two undergraduate bachelor 's degree programs in each of the departments of police and administration (since winter semester 2010/2011) and one advanced master’s degree each. In addition, various further training measures are carried out at the HfPV (e.g. municipal financial accountant , municipal controlling , municipal auditor ).

Direct registration for the course is not possible at the HfPV for the undergraduate bachelor’s degree programs. First of all, you need to apply to a training authority, which will register if you are hired. In the police department, the application must be sent to the aptitude selection center of the central police psychological service of the Hessian police at the Hesse Police Academy.

The number of students sent by local authorities , the State Welfare Association of Hesse , the German Pension Insurance Hesse , church administration, police clients and clients of the General Administration of the State of Hesse as well as other public administrations has increased in recent years following a change in the fee structure. The number of students is expected to decrease in the coming years (from 2012 = planned values):

The proportion of students in the Police Department was between 67 and 78% between 2002 and 2011 (10/2011 = 73%). While predominantly male students are enrolled in the Police Department (10/2011 = 72%), students in the Administration Department are predominantly female (10/2011 = 63%).

Police department

Basic studies (Bachelor) since winter semester 2010/2011

The Police Department offers two undergraduate courses as part of the training for the higher-level police enforcement service:

• Bachelor of Arts - Police Enforcement Service " Criminal Police ", in short: Criminal Police (BA)
• Bachelor of Arts - Police enforcement service " Schutzpolizei ", in short: Schutzpolizei (BA).

The course generally lasts three years and takes place in semesters. The course is practice-oriented and alternates between theoretical study periods at the HfPV and practical professional study periods at the standby, protection and criminal police. It contains 29 modules (including practical and compulsory elective modules), each of which ends with an examination. In the last theoretical part of the course, a bachelor thesis must be submitted (practical questions from the content of the course), which is followed by a colloquium (formerly: oral career examination). After successfully completing the course, you will be taken on as a police commissioner as a civil servant.

Undergraduate studies (diploma)

From the winter semester onwards, the bachelor's degree programs replaced the earlier diploma programs . The last diploma courses end in spring 2013. Between the basic course and the main course there was an intermediate examination (five written exams ). The conclusion is a diploma examination, which is also a career examination (five written exams and an oral examination). After passing the final examination, you will be accepted as a police commissioner in a civil service .

Master's degree in Police Management (MPM)

Officials of the higher service of the Hessian police can complete the two-year master’s course after passing the aptitude selection procedure for the higher police force service - before this is a multi-week internship in authorities and commercial enterprises. The modules of the course are offered in block form and each end with a written or oral module examination. The German Police University (DHPol) has overall responsibility for the course . The HfPV conducts the first year of study in cooperation with the federal states of Rhineland-Palatinate and Saarland . The second year of study is carried out at the DHPol in Münster (North Rhine-Westphalia).

Administration department

Basic studies (Bachelor) since winter semester 2010/2011

The undergraduate degree is linked to employment with a training authority. The employment can take place both as a civil servant on revocation ( inspector candidate ) and as an employee . The training authority bears the HfPV tuition fees and pays the civil servants the monthly salary upon revocation.

The Department of Administration currently offers enrollment in two undergraduate courses as part of the training for senior civil servants :

• Bachelor - Public Administration (Bachelor of Arts - BA)
• Bachelor - Social Administration-Pension Insurance (Bachelor of Laws - LL.B.).

The course begins on September 1st of each year, generally lasts three years and takes place in semesters. The course is practice-oriented and takes place alternating between theoretical study periods at the departments of the HfPV (LL.B. only in Mühlheim) and practical professional study periods in the training authorities. It contains a total of 16 modules (LL.B. = 20 modules), including practical and compulsory elective modules, each of which ends with an examination. In the last part of the course, a bachelor thesis must be submitted (practical questions from the content of the course), which is followed by an introductory internship . A colloquium (defense of the thesis) concludes the course. After successfully completing the course, the training authority or another authority can take over the senior civil service.

Undergraduate studies (diploma)

The previous diploma courses:

• Graduate in administration - general administration (FH)
• Graduate in Administration - German Pension Insurance Hessen (FH)

were replaced by Bachelor courses in the 2010/2011 winter semester. The last diploma courses ended in autumn 2012. The course lasted three years, took place in blocks of four months and consisted of theoretical study periods at the HfPV as well as internships in the training authorities. There was an intermediate examination (four written exams) between the basic course and the main course. The conclusion was a diploma examination, which was also a career examination (five exams, diploma thesis and oral examination). After passing the final examination, the transfer to the higher civil service or as an employee could take place. If the intermediate or career examination was repeatedly failed, both the course and the employment or training relationship were terminated.

Master's program in Public Management (MPM)

The part-time Master of Public Management course lasts three years (six semesters) and combines distance learning and face-to-face learning . It is aimed at university graduates with professional experience in public administration (at least one year if they have a university degree in administration; otherwise at least two years) and can be taken at the Kassel and Wiesbaden study locations. The postgraduate course is carried out in a combination of distance learning (study booklets) and face-to-face study (16 weekends per semester on Friday afternoons and four hours on Saturday mornings). It ends with a master's thesis and an oral exam.

Technical college teachers

The Police Department employs 75 college teachers, the Administration Department 34. The teachers are predominantly male (as of 10/2011: Police Department = 84%, Administration Department = 65%). In the Police Department, they cover around half of the teaching in the undergraduate courses, and around two thirds in the Administration Department. The remaining part of the teaching workload is covered by part-time lecturers (SS 2011 = 635 lectureships by 394 lecturers).

Well-known former and current professors at the HfPV include Daniela Birkenfeld , Peter Gola , Hubert Kleinert and Rainer Prewo . Well-known former and current lecturers include Thomas Görgen , Ursula Jungherr , Gerhard Merz , Rolf Müller , Michael Reuter , Rudi Rohlmann , Bernd Schleicher , Martin Strege and Lars Witteck .

University sports and sports promotion groups

Top athletes have been studying at the HfPV in specially set up sports promotion groups since September 2005 . In the years 2005 and 2011, between 9 and 14 students were accepted into sports promotion groups every year. The HfPV was chosen by the German Olympic Sports Confederation as the "University of Top Sports 2009". Thanks to a cooperation agreement with the General German University Sports Association (adh) , in 2011 it also became a “partner university for top sport”. This made it the first university to receive both awards. Well-known former and current top athletes include Ariane Friedrich , Alexander Studzinski , Kathrin Klaas , Andrea Bunjes , Sabine Rumpf , Jenny Mensing , Julia Hütter , Christian Reitz , Cathleen Rund and Annika Mehlhorn .

Foreign contacts and university partnerships

In the police department there have so far been contacts with Poland , Belgium and the United Kingdom . Students can do internships abroad in other member states of the European Union or in Switzerland . The Administration Department has been cooperating with the University of Economics in Piła (Poland) since 2005 .

Others

Outstanding theses are awarded annually with the prize of the Heinrich Mörtl Foundation in the Police Department, endowed with 3,000 euros, and with Annette v., Donated by Joachim von Harbou . Harbou sponsorship award in the administration department (1st place = 1,000 euros, 2nd place = 500 euros, 3rd place = 250 euros). The university publishes a university magazine called "SPECTRUM - Journal of the Hessian University for Police and Administration". There is a "Friends of the Hessian University for Police and Administration" in order to develop and promote the exchange of ideas between active and former university members, the connection between the university and administrative practice as well as future-oriented perspectives for administrative practice.
