Dortmund

Dortmund is a social democratic stronghold. The SPD has ruled uninterruptedly since the Second World War, in coalition with the Greens since the 2004 election. There are several groups to the left of the SPD. The far right DVU is represented on the city council, while the Republicans have not been elected to the council for 20 years.
Dortmund City Council
On December 31, 2007, 586,909 people lived in Dortmund. Thus the city council will have at least 82 members.
The Dortmund SPD lost an absolute majority in the council in 1999. From 1999 to 2004 the SPD ruled with changing majorities. The SPD and the Greens have been ruling in a coalition since 2004.
Since 2004, nine parties and groups of voters have been represented in the council. FDP and citizen list form a group of factions. Two groups are represented on the left of the SPD: Die Linke and Linke Bündnis Dortmund , which also form a parliamentary group (“Die Linke in the Council”). Because of the transfer of a council member from the DVU to the NPD, the DVU parliamentary group broke up two months before the election and is now faced with the reclamation of pre-paid parliamentary group contributions by the city administration. The offensive D or FBI council member is non-attached.
Offensive D and the urban green voters' association are no longer running for the 2009 city council elections. Instead, in addition to those already represented in the council (SPD, CDU, Greens, FDP, Die Linke., Linkes Bündnis, BürgerListe, FBI, DVU, NPD), the “Dortmund Independent Voting Community 2009” (DUW 2009), “Aufbruch Grundeinkommen - Hartz IV must go ”(Hartz IV must go) and a single applicant.

1 Due to the questions posed in the surveys, it is not possible to clearly differentiate whether the figures for the party Die Linke. or for the parliamentary group "Die Linken im Rat" (incl. "Left Alliance"). Consequently, the values of the Left Alliance can optionally be entered in the column Die Linke. or appear in the "Other" column. The Start Institute asked about the parliamentary group, Forsa about the party. It is doubtful whether the respondents were always aware of this.
In an initial survey of OB-dial (Forsa January 2009), the following values were determined: Sierau (SPD) 29%, Pohlmann (CDU + FDP) 26%, Kruger (Green) 10%, None of which 35%
in the second survey OB election (Forsa April 2009) the following values were determined: Sierau (SPD) 32%, Pohlmann (CDU + FDP) 27%, Krüger (Greens) 7%, none of them 34%
In the third survey on OB election (Uni Duisburg-Essen June 2009) the following values were determined: Sierau (SPD) 43%, Pohlmann (CDU + FDP) 33%, Krüger (Greens) 12%, Manz (Left) 7%, Zielazny (citizens' list) 3%, Weikert ( FBI) 2%.
In the fourth survey for the election of the OB (Start-Institut June 2009) the following values were determined: Sierau (SPD) 34%, Pohlmann (CDU + FDP) 26%, Krüger (Greens) 5%, other candidates 4%, undecided 31 %.
The following values were determined in the fifth poll for the OB election (Forsa June 2009): Sierau (SPD) 32%, Pohlmann (CDU + FDP) 29%, Krüger (Greens) 6%, other candidates 6%, none of them 27% .
In the sixth survey on the OB election (Uni Duisburg-Essen August 2009) the following values were determined: Sierau (SPD) 49%, Pohlmann (CDU + FDP) 33%, Krüger (Greens) 6%, Manz (Left) 3% , Other candidates 3%, Undecided 6%.
In the seventh poll for the OB election (Infratest Dimap August 2009) the following values were determined: Sierau (SPD) 44%, Pohlmann (CDU + FDP) 34%, Krüger (Greens) 5%, Manz (Linke) 5%, Zielazny (BürgerListe) 5%, Weikert (FBI) 3%, other candidates 4%.
In the eighth poll for the OB election (Start Institute August 2009) the following values were determined: Sierau (SPD) 48%, Pohlmann (CDU + FDP) 38%, Krüger (Greens) 5%, other candidates 9%.
In the European elections on June 7, 2009, all parties running for local elections also ran. Therefore, there is at least some comparability. In contrast to the polls listed above, these are real votes. The result for Dortmund: SPD 33.4%, CDU 27.3%, Greens 14.8%, FDP 9.9%, Die Linke 6.6%, DVU 0.8%, FW (including Dortmund citizens' list) 0 , 3%, FBI 0.3%, DKP (incl. Left Alliance Dortmund) 0.1%. Other parties received 6.5%.
In June 2009 Forsa published a "model calculation" between the European election results and the local election results. According to this model calculation, a comparison of the 2009 European election results with the 2004 European and local election results (by calculating the change in voter mobilization among the individual parties) would result in the following figures: SPD 42.3%, CDU 27.3%, Greens 11.2 %, FDP 6.5%, Die Linke 5.1%, others 7.6%.
Lord Mayor of Dortmund
Candidates
The SPD nominated the previous city director Ullrich Sierau.
The CDU and the FDP nominated Joachim Pohlmann, who was not a party to the party, as their joint candidate for the office of Lord Mayor.
The Greens nominated their group leader in the Council, Mario Krüger, as their candidate.
The citizens' list for Dortmund nominated the authorized signatory and works council chairwoman Petra Zielazny as its candidate.
The Left has elected the party's deputy state spokesman and district representative from the north of the city center, Helmut Manz, as its candidate for the mayor. He is the only candidate who ran for the office of Lord Mayor five years ago.
The newly founded Free Citizens Initiative (FBI) has chosen the entrepreneur Norbert Weikert as an OB candidate.
The NPD has elected the previous DVU council member Axel Thieme as its candidate for the mayor.
The DVU has elected council member and former parliamentary group leader Waldemar Stanko as its candidate for the mayor.
Andreas Blaschke is running as an independent.

District offices
Although an independent city should have a maximum of ten boroughs, Dortmund has twelve. This is possible because the three inner city districts formally form a city district, but are in fact treated as three districts. All district offices have 19 members.
During the 14th electoral period, the SPD was the strongest party in 10 districts, the CDU in two. The SPD provides eleven district mayors and the CDU one, with the Greens optionally serving as the SPD or CDU as coalition partners. Only in Hörde, the SPD Greens alone do not have a majority and are tolerated by the representative of the left. In one district, the Greens are the first deputy, in three districts they are the second deputy. Represented parties and voter groups are: SPD, CDU, Greens, FDP, DVU, Die Linke and the citizens' list for Dortmund.

One of them, the Independent Voting Association Jülich's non-partisan list (UWG-JÜL) won a mandate in the district council in 2004. She was one of the supporters of the initiative “More Democracy in Voting” by Mehr Demokratie e. V.
For the local elections in 2009, the citizens' initiative Vettweiß , the UWV Heimbach , the independents from Nideggen, the Association of Free Citizens (VfB) in Langerwehe, the BG Niederzier , the BfD from Düren, the FWG from Aldenhoven and the UWG-JÜL from Jülich want to work together across the district compete and establish one yourself where there are no independent voter communities.
District Council Düren
During the XIV. Electoral term, one member each of the FDP and the PDS left their respective parliamentary groups and founded the Free List (FL) , which is not yet legitimized by elections.
The PDS is called Die Linke.

Düren District Administrator
Wolfgang Spelthahn (CDU) has been a full-time district administrator since 1999. In January 2009, the SPD sub-district of Düren elected Jens Bröker as its district administrator candidate.

With 8.2% of the seats, the free voter groups are the third strongest political force in the city and local parliaments in the district.
Dusseldorf
The incumbent Lord Mayor Elbers received 59.7% of the vote in his election in August 2008.
Council of the City of Düsseldorf
The composition of the City Council of Düsseldorf changed significantly during the XIV term of office in 2009.
The SPD nominated its candidates on January 10, 2009. The CDU and the Greens held their party congresses on January 17, 2009.

Lord Mayor
The Lord Mayor of Düsseldorf is Dirk Elbers . He was only elected to office for 6 years in a by-election in August 2008. Thus, due to the local election law of the state of North Rhine-Westphalia, there will be no new mayor election on the occasion of the local elections in Düsseldorf.
The 10 district offices of Düsseldorf
The 10 boroughs of Düsseldorf are numbered from 01 to 10. The chairmen of the district councils are called district chairmen.
In 2004–2009 the CDU was the strongest parliamentary group in all districts. Of the 10 district heads, 7 are from the CDU . The SPD provides three district heads. Besides these two parties, only the FDP is represented in all BVs. The Greens, who are only represented in 9 districts, have more district representatives overall.
On the left side there is the party Die Linke (5) , Linke Liste Düsseldorf (1) , Linke Liste Flingern (1) and the German Communist Party (2)
The right margin was insignificant from 2004 to 2009: only the Republicans provided 1 district representative in Ward 10.
Ennepe-Ruhr district
The current district administrator is Arnim Brux (SPD) . The voter community Ennepe-Ruhr (WGEN) has been called Free Voters Ennepe-Ruhr (FW-EN) since 2008 . They want to benefit from the popularity of the Free Voters since the Bavarian election.
In August 2009 a total of eight parties were fighting for a seat in the district assembly: SPD, CDU, Greens, FDP, Free Voters Ennepe-Ruhr (FW-EN), Witten Citizens Community (WBG), Die Linke and NPD.

District of Euskirchen
In the Euskirchen district , the CDU is the strongest party everywhere, sometimes with an absolute majority.
The SPD is in second place both in the district council and in the local councils. Since the district elections in 1999 it has been below 23%.
Although the FDP is the third largest party in the district, also in terms of the number of community representatives, its third place in several community parliaments is contested by the independent electoral association UWV and in one community council by the Junge Alternative (JA) and the independent Nettersheimer Alternative UNA . The UWV is fourth in the district and displaced the Greens in fifth. Political parties from the right or left are nowhere represented.

District Administrator of the Euskirchen district
The first full-time district administrator elected in Euskirchen in 1999 was Günter Rosenke , who had previously been an honorary district administrator since 1994. The future Minister of the Interior of North Rhine-Westphalia , Ingo Wolf of the FDP , also stood for election in 1999 .
In 2009, the CDU withdrew its district administrator's trust and no longer made him a candidate for district administration. He then left the CDU and ran as an independent candidate.

City and local councils in the Euskirchen district
The CDU has been by far the strongest party in the municipal councils since 2004. The SPD is the second strongest party in only 10 local councils, and shares its place with the FDP in one local council.
The CDU provides 10 out of 11 mayors, one mayor is independent.

Gelsenkirchen
In Gelsenkirchen there are two groups to the left of the SPD: the PDS (2009: Die Linke.PDS) and the personal electoral alliance AUF Gelsenkirchen , which together have 6.2% of the vote and form a parliamentary group in the council.
To the right of the CDU, the right-wing populist pro-citizen party and the right-wing extremist Republicans entered the council in 2004. Both council parties no longer exist in 2009. Two members of the republicans formed in 2005 with the Councilor We Gelsenkirchen fraction Alliance 05 / We Gelsenkirchen . Both parts of the parliamentary group do not want to be classified either left or right.
The third councilor of the Republicans and the councilor of the pro-citizens party will be run as non -party by the city of Gelsenkirchen in 2009.

Gelsenkirchen Lord Mayor
In 1999, Oliver Wittke (CDU) became the first directly elected Lord Mayor of Gelsenkirchen. With 123 votes, he was ahead of Klaus Haertel from the SPD. There were only five candidates in total, including an independent one, Jürgen Schimanek, a former editor at UFA, WDR and taz-NRW.
In 2004, nine candidates ran for the mayoral elections. Although there were two applicants to the left of the SPD with the candidate from AUF Gelsenkirchen Monika Gärtner-Engel ( MLPD member) and Wolfgang Erich Meyer from the PDS , the challenger from the SPD Frank Baranowski won the incumbent Oliver Wittke with a 3,272 vote lead Beat the second ballot - even though it still led in the first.
In 2009 there was no more runoff. OB becomes whoever can unite the most votes. A runoff would not have been necessary anyway, since incumbent Frank Baranowski was able to unite the absolute majority of the votes.

District offices
In § 2 of the main statute of the city of Gelsenkirchen, the five districts center, north, east, south and west are defined. In all five district representations, the SPD is the strongest party with a total of 38 out of 95 district representatives and has four district mayors. The CDU is the second strongest party with 31, the PDS third strongest with 7 and the Greens with 6 fourth strongest party.
The FDP is represented in three district representatives with one member each.
