On February 22nd, 2009, the Academy Award was presented in the category Best Foreign Language Film at the 81st Academy Awards . Since 1956, every country has been able to submit a proposal, five of which are then nominated. The prerequisite is a feature film in which predominantly non-English dialogues are spoken. For this purpose, the Academy of Motion Picture Arts and Sciences convenes a special Foreign Language Film Award Committee, which views the films and makes a pre-selection.
For the 2009 Academy Awards, 96 countries were invited to submit one film each. The deadline was October 1, 2008. The official list of entries comprised 67 films and was announced on October 17, 2008. Jordan had nominated a film for the first time, while Latvia had submitted a film for the first time since a 15-year hiatus. The South Korean film Crossing was controversial and was suspected of plagiarism because another screenwriter filed a lawsuit. However, these allegations were later dropped.
After October 17, 2008, the films were judged by the committee. A preselection was published on January 13, 2009.
On January 22nd, 2009 the final nominations were finally announced. At the award ceremony itself, the Japanese entry Nokan - The Art of Ending by Yōjirō Takita won .
