sequence
The 1984 draft was the last draft before the introduction of the Draft Lottery . The first choice was drawn between the worst teams of both conferences from the 1983/84 season. The Houston Rockets won the coin toss against the Indiana Pacers , who transferred their pick to the Portland Trail Blazers . The further order was determined by the proportion of lost games in the preseason regardless of the conference. From the second draft round on, only the number of games lost was decisive for the sequence.
A total of seven first round and 17 second round picks had been transferred to other teams due to transfer agreements from previous years.
