Thomas Stephen "Tom" Foley (born March 6, 1929 in Spokane , Washington , † October 18, 2013 in Washington, DC ) was an American politician of the Democratic Party . He represented the 5th Congressional District of his state from 1965 to 1995 in the United States House of Representatives . From 1989 to 1995 he was also Speaker of the House of Representatives .

education and profession

Foley attended Gonzaga High School in Spokane and graduated from there in 1946. He then studied at the University of Washington in Seattle , where he received his Bachelor of Arts in 1951 and the Juris Doctor in 1957 at the University's Law School . After graduating from college, Foley began practicing law. In 1958 he was appointed assistant district attorney for Spokane County . He was also a professor at the Law School of Gonzaga University from 1958 to 1959 . In 1960 he was appointed assistant attorney general of Washington state .

Political career

In the 1964 election , he was elected to the 89th Congress for the Democrats. Re-elected a total of fourteen times, he represented the 5th Congressional Constituency of his home state from January 3, 1965 to January 3, 1995 in the United States House of Representatives . During this time he served, among other things, as Chairman of the Committee on Agriculture and was later from June 6, 1989 to January 3, 1995 Speaker of the House of Representatives of the United States . In 1994 he missed re-election to Congress , making him the first unelected incumbent speaker of Congress since 1860.

In 1997, he was President Bill Clinton to the United States Ambassador in Japan and remained so under his successor George W. Bush to April 2,001th
