The Division 2 1989/90 was the 51th staging of the second highest French football league . It has been an open championship with professionals and amateurs since 1970. The game was played from July 21, 1989 to May 5, 1990; From December 10th to February 2nd there was a winter break.
Second division champion was AS Nancy .

The 27 clubs that had not been promoted to the first division or relegated to the third division (national) or lower after the previous season were eligible to participate ; there were also three first division relegated and six promoted from the national . These 36 participants played in two groups, divided mainly according to regional criteria (one with teams from the north and west and one with teams from the south and east). Only the first in the group were eligible for direct promotion. In addition, there was a relegation between the worst-placed first division team, who was not directly relegated , and the best second division team, who was not directly eligible for promotion.
Season course
Each team played a return match against each group opponent, once in front of their own audience and once away. After the previous year's trial phase with the three-point rule was not continued, the two-point rule applied again . In the event of a tie, the goal difference was decisive for the placement; if there was still identity - as this season between Lorient and Abbeville - the higher number of hits made the difference. In France, when specifying the point ratio, only the number of plus points is given; here this is done in the notation used in Germany at the time of the 2-point rule.
None of the first division relegated from the previous season managed to return to the “footballing upper house”; but with Lorient, the "elevator team" of the late 1980s, only one of the third division teams from last year had to leave Division 2 immediately. Newcomer Red Star, also in a relegation zone, benefited only from Grenoble's voluntary retreat into the National . In Group B, the Niort team ended 19 of their 34 games with a draw, a figure that no club in the second division had ever achieved.
In the 612 encounters only 1,430 hits were scored; this corresponds to an average of almost 2.34 goals per game and was - for the third time in a row - a new negative record in league history. The most successful goal scorers in Group A were Didier Monczuk from Strasbourg with 26 and in Group B Jean-Pierre Orts ( Rouen) with 22 hits; Monczuk thus won the league top scorer's crown. For the following season , only one relegated from Division 1 , FC Mulhouse , was added, because Racing Paris 1 voluntarily went directly to the third highest division; six teams rose from this, namely Olympique Saint-Quentin , Le Mans UC , FC Bourges , SAS Épinal , Stade Rodez and Gazélec FCO Ajaccio .

Determination of the master
The two group winners met each other on a return game to determine this year's division 2 champion. Nancy beat Rennes 1-0 in both matches and won this year's second division championship.

Relegation
The group second and third fought in a two-stage elimination which of them against the first division 18. OGC Nice was allowed to play for another promotion place in the top division. First, the two runners-up in a single game each met the third of the other group; Strasbourg prevailed against Rouen 2-0 and Valenciennes-Anzin against Nîmes 3-1 and then met - now again in the first and second leg. The Alsatians played in front of their own audience against the northern French only 0-0, but prevailed in Valenciennes 3-2 after extra time.
After that, Strasbourg won 3-1 against Nice at Meinau , but lost 6-0 in the second leg at the Côte d'Azur , so that this time no third second division was promoted to Division 1.
