In contrast to the previous year, Western European ice hockey associations were also won.

qualification

Due to the increased number of participants compared to the previous year, there was also a qualification for the preliminary round tournaments. Four of the six registered teams were to play the group winners in a group of four teams from October 6 to 8, 1995. However, the tournament did not take place. The two remaining teams played on October 7, 1995 a decisive game for the second open place in the preliminary round.

Group A

In Group A, four teams were to determine the group winners from October 6th to 8th, 1995. SC Miercurea Ciuc , HK Roter Stern Belgrade , Alba Volán Székesfehérvár and HK Solvita Kaunas had registered for the tournament . However, there was no event and so the Romanian representative from Miercurea Ciuc reached the preliminary round without a fight.

Group B

In Group B, the Slovenian representative HK Acroni Jesenice met KHL Mladost Zagreb from Croatia. With a 5-4 win, Jesenice qualified for the preliminary round.
