Sigbjørn Johnsen (born October 1, 1950 in Lillehammer ) is a Norwegian politician of the Arbeiderpartiet (Ap).

biography

Johnsen comes from a working-class family and grew up in Stavsjø in Fylke Hedmark . In 1964 he joined the youth association of the Arbeiderpartiet ( Arbeidernes ungdomsfylking (AUF) ). After graduating from high school , he worked as a bank teller between 1970 and 1971, but then became a full-time functionary of the student association of the Ap ( Arbeidernes opplysningsforbund (AOF) ) and was its teaching director in Fylke Hedmark from 1971 to 1974. At the same time he was secretary of the Ap in Ringsaker from 1973 to 1976 and from 1973 to 1996 a member of the board of the Ap in Fylke Hedmark.

In addition to studying at the Norwegian School of Management BI from 1974 to 1976, he was also treasurer of the central board of the AOF. In addition, from 1975 to 1977 he was chairman of the youth association UP and then until 1981 member of the central board of the UP.

In 1977 Johnsen was elected for the first time as the successor to Odvar Nordli as a member of the Storting , where he represented the interests of Ap in Fylke Hedmark until 1997. While he was a member of the parliament, he first became a member of the Municipal and Environment Committee and in 1986 the Finance Committee, which he chaired between 1986 and 1990. He then belonged to the Foreign Affairs Committee and the Defense Committee.

In November 1990, Prime Minister Gro Harlem Brundtland appointed him Minister of Finance and Minister for Customs ( Finans- og tolldepartementet ) in their 3rd government and held this position until he was replaced by Jens Stoltenberg in October 1996. It came right at the beginning of his term of office 1991 to a banking crisis in which Den norske Bank , Christiania Bank og Kreditkasse and Fokus Bank were on the verge of bankruptcy . To rescue the banks, however, Johnsen created a State Bank Security Fund ( Statens Banksikringsfond ) and a State Bank Investment Fund ( Statens Bankinvesteringsfond ).

In 1992 he ran to succeed Gro Harlem Brundtland for the position of party leader of the Labor Party , but was defeated by Thorbjørn Jagland .

In 1997 he was appointed Fylkesmann in Hedmark. He suspended this office for four years when he was appointed Minister of Finance by Prime Minister Jens Stoltenberg on October 20, 2009 . After the end of the Jens Stoltenberg II government , he returned to the post of Fylkesmann.
