Season course
The team of President Peter Maaßen and trainer Alfred Preißler , Rot-Weiß Oberhausen, celebrated the championship in the west in front of the two tied pursuers Rot-Weiss Essen and VfL Bochum. Last lap, the “clovers” landed one point behind Leverkusen and RW Essen in third place. Now they have won the title with 13 home wins and four draws - the runner-up from Essen had the same record - the decisive advantage brought the 23 : 11 points in the away balance compared to the 21:13 of West top scorer Willi Lippens' team (23 goals). A furious start (16: 0 points) made RWO a big favorite. The first defeat came in the 16th game on the Bielefelder Alm (0: 2). In the second leg on May 4th, the Red-Whites from the Lower Rhine retaliated with the same result. That was the championship title on the penultimate matchday. In Bergeborbeck, a coach change was set in the final phase: the previous amateur coach Willi Vordenbäum jumped in for Kuno Klötzer after the 2: 3 defeat against local rivals Black and White and scored 14: 0 points in the last seven games 21: 1 goals. In the end, RWE had a 0.5 better goal quotient than the Westphalians from Bochum. For the team of coach Hermann Eppenhoff , VfL Bochum, the two home defeats against Fortuna Düsseldorf (1: 3) and Preußen Münster (2: 3) had a negative impact on the final balance. Bochum scored the most goals in the round with 86 goals - the best VfL scorer was Werner Balte with 20 goals.

Since Rot-Weiß Oberhausen and Rot-Weiss Essen were promoted to the Bundesliga and no West German team was relegated from the Bundesliga, all four participants in the promotion round should be promoted to the regional league. However, Brand renounced the ascent. A decision game was set between the runners-up of the two Westphalian league leagues. The game took place on July 20, 1969 in Dortmund's Rote Erde stadium.

Group 1
In Group 1, Rot-Weiß Oberhausen, Freiburg FC and SV Alsenborn fought a three-way battle for promotion for a long time. All three teams were almost tied before SV Alsenborn was eliminated from the promotion race on the penultimate matchday due to an away defeat at Hertha Zehlendorf. In the promotion "final", a goalless draw was enough for Oberhausen to make the promotion just before Freiburg perfect.

Group 2
Rot-Weiss Essen, which narrowly failed at Hertha BSC last year, left no doubt this time about their own favorite role. Already on the second match day they defeated the southern rivals Karlsruher SC 5-0 (including three goals from Willi Lippens) and were already in the lead two game days before the end of the promotion round. The Berlin representative Tasmania 1900, who took part in a promotion round three years after being relegated from the Bundesliga, had no chance whatsoever.
