The metropolitan region of Hanover-Braunschweig-Göttingen-Wolfsburg is an economic and cultural region in the northern half of Germany . With around 3.8 million people in 20 rural districts and urban districts with a total of 431 municipalities, it is one of the middle of the agglomerations in Germany defined by the German Ministerial Conference for Spatial Planning (MKRO). The area covers about a third of the area of Lower Saxony with almost half of the state's population.
history
The application for recognition as a European metropolitan region was submitted to the German Ministerial Conference for Spatial Planning (MKRO) at an early stage. This recognition should make the region better known internationally and help coordinate and improve the development of the cities. However, this could not be achieved for the greater Hanover area alone. Although the importance of the region was recognized, also with regard to the developments in the Expo 2000 city network , it would still have been the smallest of the metropolitan regions.
After the Expo 2000 , the formation of the city network continued. In 2005, a significantly larger region was recognized by the German Ministerial Conference for Spatial Planning (MKRO). This not only includes the Hanover area itself, but extends beyond the nearby city regions of Braunschweig and Salzgitter to the Göttingen region . The area for the new network thus covers a large part of southern Lower Saxony. Initially, this was founded as a loose cooperation in April 2005.
With a resolution of March 26, 2008, the board of directors of the metropolitan region determined that the metropolitan region should also have the name Wolfsburg in its title in addition to Hanover, Braunschweig and Göttingen.
Current situation
In June 2009, the organizational and content-related restart took place as the Metropolitan Region Hannover Braunschweig Göttingen Wolfsburg GmbH. This society is currently supported by 49 municipalities, the state of Lower Saxony, the business association and the university association. 23 companies and business-related associations are currently organized in the Business Association. The Universities Association currently has 15 universities. The managing directors of Metropolregion GmbH are the head of the strategy department of the city of Hanover, Raimund Nowak and Kai Florysiak .
Metropolregion GmbH has been working on the basis of a work program called MAP 2011 since October 2009. This program consists of around 30 individual projects that are based on the objectives of “attracting talent”, “redefining mobility”, “using energy efficiently” and “knowledge network ”,“ connect potential ”and“ strengthen Europe ”. The Kunstschiene project wants to bring train stations from Hamburg to Kassel more into the focus of urban and local development and lobbying decision-makers. With the bicycle traffic strategy and the implementation of a feasibility study on bicycle superhighways, the connections within the metropolitan region by bicycle are to be improved.
The state of Lower Saxony supports projects in the metropolitan region with up to around 95,000 euros per year. Funds from the European Regional Development Fund and the federal government are also used, currently in the amount of 375,000 euros for the exchange of the sectors involved in the automotive value chain, such as the supplier industry, the energy industry, the financial sector, associations and educational institutions (automobile cluster). The 2012/2013 work program focuses on the core topics of “mobility”, “energy”, “health economy”, “culture / creative industries” as well as the cross-cutting topics “knowledge networking”, “talent acquisition” and “internationalization”. In addition, “marketing / regional awareness / lobbying” are among the central tasks of the metropolitan region.

Delimitation to the metropolitan region of Hamburg
The very rural district of Heidekreis in the Lüneburg Heath belongs to both the Hamburg metropolitan region and the Hanover-Braunschweig-Göttingen-Wolfsburg metropolitan region. Here it can be relatively clearly defined which parts of the district tend in which direction, since the district is made up of the old district of Soltau, which is oriented towards Hamburg, and the old district of Fallingbostel, which is oriented towards Hanover.
Delimitation to the metropolitan region northwest
The district of Nienburg / Weser belongs to the metropolitan region of Hanover-Braunschweig-Göttingen-Wolfsburg. However, the entire municipality of Grafschaft Hoya tends towards Bremen.
Delimitation to Hessen
The southern demarcation is made by the historically grown state border between Lower Saxony and Hesse . In fact, the Lower Saxony municipalities are Hann. Open and Staufenberg on Kassel oriented towards while the Hessian Witzenhausen having strong commuting to Gottingen. There are also strong links between Göttingen and Kassel.

There are large, predominantly agricultural areas between the cities of the region. The cities are infrastructurally networked by some high-speed railway lines (such as the SFS Hannover – Würzburg ) and motorways (especially the A2 , A7 , A36 and A39 ).
The service sector and the manufacturing industry are very pronounced in the region. The most important group is Volkswagen AG , based in Wolfsburg. The region's science and research landscape includes seven universities (including Georg-August University of Göttingen , Leibniz University of Hanover and Technical University of Braunschweig ), nine universities of applied sciences, an art school, a music and theater university and around 60 other research institutions (including numerous Max Planck -Institutes , several Fraunhofer institutes , two locations of the German Aerospace Center (DLR) in Braunschweig and Göttingen, the Herzog August Library in Wolfenbüttel and various federal institutions such as BfS , Johann Heinrich von Thünen Institute - Federal Research Institute for Rural Areas, Forests and fisheries, Julius Kühn Institute - Federal Research Institute for Cultivated Plants, Friedrich Loeffler Institute - Federal Research Institute for Animal Health, BGR , PTB ).
