The area was probably already inhabited during the early Bronze Age, old traces of settlement can be found in the provincial capital . An old local kingdom existed here in historical times, which was founded at the end of the 11th century and was incorporated into the kingdom of Lan Na (with the capital Chiang Mai ) in 1338 . In its heyday, the Phayao kingdom under Ngam Mueang was considered an equal partner of Lan Na (under King Mengrai ) and Sukhothai (under King Ramkhamhaeng ).

After the Burmese conquered Lan Na , many inhabitants of the regions were deported to Burma , including Phayao. The area remained deserted for a long time. In 1897 Phayao became part of Chiang Rai Province .

Phayao was spun off on August 28, 1977 and established as an independent province.
