Torbay is an independent administrative unit ( Unitary Authority ) on the western side of Lyme Bay in south-west England .
Torbay was a district of the county of Devon until 1997 , but is now independent and belongs to the region of South West England . In addition to several smaller towns, Torbay mainly includes the three cities of Torquay in the north, Paignton in the middle and Brixham in the south.
Torbay is also called The English Riviera ("the English Riviera").
Twin cities
Hameln in Lower Saxony has been Torbay's twin town since 1973.
