The Borough of Warrington is an independent administrative unit ( unitary authority ) in the north-west of England , which belongs to the region of North West England . The administrative headquarters are in the city of Warrington . In addition to the area of the former County Borough Warrington, which has no independent local government, there are 18 civil parishes in the Unitary Authority : Appleton , Birchwood , Burtonwood and Westbrook , Croft , Cuerdley , Culcheth and Glazebury , Grappenhall and Thelwall , Great Sankey , Hatton , Lymm , Penketh , Poulton-with-Fearnhead , Rixton-with-Glazebrook , Stockton Heath , Stretton , Walton , Winwick , Woolston .
The area of the borough was formerly part of the county of Lancashire . As part of the administrative reform of 1974, the area was assigned to the county of Cheshire . The borough has been a Unitary Authority since 1998 and only belongs to Cheshire for ceremonial occasions .
