The Borough Halton is an independent administrative unit ( Unitary Authority ) in the north-west of England . Halton is bordered by Merseyside , Warrington and Cheshire .
It was created in 1974 as a district of the county of Cheshire , but was removed from this in 1998 and made a unitary authority. The main places in Halton are Runcorn and Widnes . The name comes from Halton in the borough area .
The River Mersey flows through Halton . The northern part used to belong to the county of Lancashire , the southern to Cheshire. In the borough, which is part of the North West England region, there were 125,746 people according to the 2011 census. The administrative headquarters are in Widnes.
The Borough of Halton maintains city partnerships with Leiria ( Portugal ), Marzahn-Hellersdorf ( Berlin ), Ústí nad Labem ( Czech Republic ) and Tongling ( People's Republic of China ).
