Traffic cadets, or traffic cadet departments, are youth organizations in Switzerland.

They include teenagers and young adults between the ages of 14 and around 30 who are deployed at events. They regulate and secure road traffic. The umbrella organization of the traffic cadet departments in Switzerland is the Swiss Traffic Cadet Association , which represents the interests of the departments affiliated to it towards third parties. In addition, there is the Zurich Traffic Cadet Association, to which the six traffic cadet departments operating in the canton of Zurich are affiliated.

Legal basis for traffic control / powers

In Switzerland, the legal basis for traffic regulation by traffic cadets is Article 67 paragraph 1 letter c. the Signalization Ordinance (SVV) issued by the Swiss Federal Council based on the Road Traffic Act (SVG) :

The provision of Article 67 SIA explicitly states that the signs and instructions of cadet traffic services are binding in road traffic.

In Switzerland, traffic cadets are considered civil servants during their deployment, regardless of their young age .

Type and meaning of the characters

Based on SIA Art. 66 paragraph 1, 2, 3 and 5 letter a.

  • Holding up an arm: holding off the bifurcation for all directions.
  • Reaching out one arm: hold for traffic from behind.
  • Lateral extension of both arms: support for traffic from behind and in front.
  • Waving in: Free travel in the corresponding direction.
  • Moving the arm up and down: slowing down the journey.
  • Stretch out one arm and wave to the right and left at pool level: crossing the junction for pedestrians
  • Signs for vehicles in regular service are reserved.

At night or when the weather makes it necessary, a flashlight with a yellow attachment is also used.

If the traffic is regulated by the traffic cadets, the road users have to wait for their signals, except when they are in a moving column and no stop signal is given.

How the traffic cadets work

The traffic cadet departments are independent associations in Switzerland within the meaning of Article 60 ff. ZGB . They manage and organize themselves accordingly. For a fee, the traffic cadet departments take over the traffic and parking service at events. The traffic cadets are compensated for their participation in these missions with pocket money.

Training and exam

The training of traffic cadets in Switzerland includes, among other things, traffic service, instruction of vehicles, signaling, handling of two-way radios and first aid, accident assistance, rights and obligations of a traffic cadet as well as internal rules and formalities.

The Swiss Association of Traffic Cadets organizes training days which focus on advanced training, management training and driver safety training. The traffic cadets are checked by officers of the cantonal police corps.

Advanced training

The traffic cadets all receive regular training. As well as further internal schools are offered.

Uniformity

The traffic cadets must be equipped in accordance with the EN 471 (SN 471) standard. Traffic cadet departments that are members of the Swiss Traffic Cadet Association (SVKV) meet this standard. The SVKV has also issued further regulations on the safety of traffic cadets, which are summarized in uniform regulations. The uniforms of the affiliated departments must comply with these regulations.

Easter weekend (OWK)

The Easter Weekend (OWK) takes place every year over Easter in Flawil . All traffic cadets in Switzerland and Germany can take part in this weekend camp. The OWK is organized and carried out by the St. Gallen traffic cadet department.

In 2020 the Easter weekend was canceled for the first time due to the strong COVID-19 pandemic .

Night march (NaMa)

The SVKV night march (NaMa) is an orienteering run through the night and is organized every year by a department of the Swiss Association of Traffic Cadets. The march takes place in the area of ​​the organizing department.

From 1971 until the 27th edition in 1998 the march was called the "Zurich-Oberland Night March". Since the 28th edition in 1999 the event has been called "SVKV Night March"

Emergence

In Switzerland, the traffic cadets emerged in the 1960s, parallel to the automobileization of society. The traffic and parking lot regulations were initially an additional element of the program of the cadets in Switzerland. As a result of the great demand and the resulting time requirements, independent traffic cadet departments specializing in traffic and parking lot regulation were founded by the existing cadet associations. The provision of such services was not pursued by the existing cadet associations for the same reasons.

Pioneering story

In 1759 the first pre-military cadet corps was Heinrich Pestalozzi founded as early training for the recruit school of the Swiss army . Gradually, further cadet corps were formed, for example in Zurich in 1935 . The purpose of the cadet corps was a kind of sports school for preparation for the recruit school. The young men pursued all kinds of interests here, including air sports shooting and field sports.

Heiri Guggenbühl was then the head of the Zurich Cadet Corps. The pre-military operation practiced at the time was no longer popular with the young men, so the corps needed modernization. Various innovations were implemented by Heiri Guggenbühl, for example the installation of field telephones and the operation of radio communications . In 1949 the cadet corps of the city of Zurich had 155 cadets .

In November 1953, on a foggy evening, a motorist drove into a group of boy scouts at the Zoo tram stop in Zurich . Heiri Guggenbühl wrapped white handkerchiefs around the sleeves of his cadets in order to point out the accident scene to other motorists. This is how the cadets secured the scene of the accident.

Heiri Guggenbühl and his friends raved about the idea that young people could protect accident sites , regulate traffic and have a meaningful leisure activity. He wanted to convince various authorities of his idea, but it was rejected by the TCS and the ACS , among others . They found the idea too dangerous.

However, a sergeant from the Zurich City Police liked the idea so much that he trained four cadets in traffic . The uniform of these first traffic cadets was construction caps and arm warmers , which were sewn from pillows and white leather straps. These were put on over the cadet uniform.

At the cantonal training camp of the Zurich / Schaffhausen Cadet Association in 1962, the cadets present were introduced to the traffic service . The cadets were enthusiastic about the idea. Guggenbühl's idea was imitated for the first time. A scout association held a training weekend in Uerikon .

On Easter Monday, Whit Monday and on Sundays at the end of the school holidays, Heiri Guggenbühl carried out the “Cadets help motorists” campaign a year later.

In order to relieve the Rapperswiler Seedamm , traffic was directed to the right bank of Lake Zurich. The expenses were covered with tips from the motorists. Cadets from Horgen , Meilen , Schaffhausen , Stäfa , Winterthur , Wädenswil and Basel had traveled there at that time. Since it was still forbidden in the canton of Zurich to regulate traffic with young people, practice was carried out in the canton of Schwyz in Pfäffikon SZ.

At the “1000 Years of Ürikon” festival in 1965, the local cantonal police station of the Zurich cantonal police ignored the cantonal ban, which prohibited the regulation of traffic with young people. When the police commander of the Zurich cantonal police saw how eagerly and professionally the cadets were managing traffic, the ban was lifted. In addition to this mission, the car race in the canton of Glarus " Kerenzerberg " was already regulated with the cadets.

First traffic cadet departments

Since the cadets only wanted to regulate traffic, the Zurich Cantonal Cadet Association did not send any more cadets to Heiri Guggenbühl from 1966. Then Heiri Guggenbühl decided to split off from the Zurich Cadet Association and founded the first traffic cadet department.

The city ​​of Rapperswil and the children's zoo in Rapperswil agreed on the financial basis, making the Rapperswil traffic cadet department the first department

in Switzerland. At the starting point, they counted 28 traffic cadets who came from the scout movement.

From 1967 the media became aware of the traffic cadets. The many reports made many young people aware of the traffic cadets.

The city of Rapperswil and the Zirkus Knie AG resp. the Knie Children's Zoo agreed to finance a UK training center for the local traffic cadets. For this reason, the Zurich-Oberland traffic cadet department was set up for the young people in the Zürcher-Oberland area .

Many other traffic cadet departments were founded in Switzerland, mostly in the Zurich regions and in north-west and north-east Switzerland.

Traffic cadets are the most widespread form of active youth work in the non-profit local, regional and roundabout guards organized by the Deutsche Verkehrswacht . They include young traffic assistants from the age of 14 (sometimes even 12) who are deployed at major events to support the police , the public order office and the organizers. They secure and support road traffic, but do not steer it independently. They also support the mother traffic watch in their statutory tasks and actions. They are organized nationwide, together with all forms of youth work, in the working group for the promotion of youth work in the Deutsche Verkehrswacht e. V.

Legal bases

Traffic cadets are legally classified as traffic helpers. Since 1992, the legal basis has been § 42 of the Road Traffic Regulations (StVO) with the traffic sign 356. Until 1992, the sign 356 was the traffic sign for pupils . In the general administrative regulation for road traffic regulations (VwV-StVO), traffic cadets were explicitly mentioned until 2009, in the currently valid version the following provisions are made for sign 356 traffic assistants:

I. "Traffic assistants are school guides, school path assistants or other assistants for pedestrian traffic." II. "The sign is not to be placed on traffic lights and pedestrian crossings." Traffic cadets are thus by legal definition other assistants for pedestrian traffic .

Training and exam

Depending on the organization, the duration of the training varies from two compact weekends to five months.

Each candidate is, based on a general training concept, among other things in the StVO, first aid , breakdown assistance , securing an accident site, practical signaling of the traffic police (analogous to § 36 Abs. 1–4 StVO ), in dealing with the radio and in the Rights and duties of a traffic cadet trained.

The exam consists of a theoretical and a practical part.

Experienced traffic cadets are trained in topics such as law in youth work, leadership, de-escalation, traffic management and in cooperation with organizers and authorities in order to be prepared for positions of responsibility.

Working method

The traffic cadets usually manage and organize themselves, but are not independent, but the youth department of the respective traffic watch e. V. You finance your work clothing (according to EN 471), equipment and means of transport exclusively through donations, sponsors and the income from the missions.

Traffic cadets are mainly used at major events and support traffic control and regulation measures there. Among other things, they secure pedestrian crossings, support when streets are completely closed, at events such as B. Cycle races secure the route, but can also coordinate traffic management in cooperation with the police and the public order office.

They are also the point of contact for citizens, answer questions and help. Traffic cadets do not perform any official duties . Primarily they support existing or previously officially approved mobile traffic signs, mostly sign 250 ( prohibition for vehicles of all kinds ), and use active signs to indicate a change in traffic routing. In practice, the 356 sign has practically no relevance for the work of the traffic cadets, since the crossings to be secured are usually traffic lights and traffic control measures that are usually only used on private property (parking lot management) or specially used traffic areas an officially approved safety or traffic concept for an event.

Traffic cadets often support the organizers as early as the planning phase, together with the responsible offices, authorities and institutions in order to achieve an ideal and safe flow of traffic.

If the existing traffic infrastructure is massively overloaded by event-related, unexpected traffic flows, traffic cadets are theoretically able - on the instructions and under the supervision of an officer of the responsible police authority - in the context of hazard prevention (avoidance of mass panic, directing of visitor flows, support of Vehicles using special rights and rights of way, etc.) to contribute to a speedy relief through instructed measures of the traffic control.

Differentiation between student guides / traffic assistants

Since the 2009 amendment to the Road Traffic Act, the terms “student pilot”, “traffic assistant” and “traffic cadet” combined under the generic term “traffic assistant” have been blurred. The duration of the training and the content of student or parent guides (6 - 12 hours of training usually by a police officer) and traffic cadets (32 - 120 hours of internal basic training and external specialist trainers) are completely different. The range of tasks and possible uses differ accordingly. Schoolchildren and parents' guides are more and more often referred to as “traffic assistants” - but there are also youth traffic guards who work in the sense of the traffic cadet idea, but have also chosen the more modern term of traffic assistants for themselves. The difference between training as a first aid worker and a paramedic would be comparable here.

Student guides only briefly and monotonously support the arriving and departing student traffic in their own school in everyday traffic. Traffic cadets, on the other hand, are deployed in changing environments, at changing events with up to 7-digit visitor numbers and visitors of all kinds, sometimes for several hours a day. Examples include home games of Borussia Dortmund in Signal Iduna Park with up to 81,000 visitors, the Samba Festival Coburg with 200,000 visitors (2015) or the largest fair on the Rhine with an average of 420,000 visitors (2015) per day and around one million Visitors (2015) on the peak day. In addition to or as part of their activities, they can be involved in traffic and safety concepts and plans for evacuations.

In order to adequately reward the young people for their voluntary work in road traffic, the traffic cadets regularly offer leisure activities at reduced rates or free of charge, sometimes also in connection with missions. As usual in a youth organization, fun and responsibility should be balanced. Most traffic cadet organizations also hold an annual thank-you trip for their young people. Once a year the day of the traffic watch youth takes place, to which all traffic cadets, traffic helpers, traffic watch junior, as well as all other youth organizations of the German traffic watch are invited.

Traffic cadets from different cities and districts support each other in personnel-intensive missions and complete them together. Particularly in North Rhine-Westphalia , where traffic cadets exist across the board and where large-scale events often take place, cooperation is particularly common. For larger deployments in cities and districts without locally based traffic cadets, as well as at events in running and road cycling , we work together regularly.

The Coburg Samba Festival is unique , at which traffic cadets from all over Germany come together every year to spend their free time and do service at the same time.

The largest joint operation to date, also supported from all over Germany, took place during the Grand Départ weekend of the Tour de France 2017 in Düsseldorf . On Saturdays, around 170 traffic cadets were on duty at the individual time trial in Düsseldorf to enable pedestrians and cyclists to cross the road at ground level using a concept devised especially for the event, in collaboration with a crowd manager from a security company commissioned by the city of Düsseldorf and security and traffic experts. On Sundays, as part of the first stage, traffic cadets were simultaneously on duty in Düsseldorf (122 UK), the Mettmann district (number unknown) and the city ​​region of Aachen (40 UK) to support the necessary road closures and ensure safety for cyclists and spectators.

Depending on the size and organizational concept of the youth traffic watch, the traffic cadets are divided into trains with two to three groups of 10–15 people each, similar to the fire brigade or disaster control , which perform missions in rotating order. Larger deployments over longer periods of time (e.g. largest fair on the Rhine in Düsseldorf with 40–60 traffic cadets deployed per day) are planned according to the individual availability of the individual young people. Some departments generally use this type of classification.

Liechtenstein

In the Principality of Liechtenstein , the Principality of Liechtenstein Traffic Cadets (VK-FL) have been in existence since 1981 and are responsible for the entire country. The VK-FL are composed of two departments:

  • Traffic cadets, young people between the ages of 14 and 21.
  • Traffic service, adults from 21 years.

Similar organizations

The traffic cadets Wilhelmshaven are not organized in the Deutsche Verkehrswacht and are not exclusively a youth organization in the sense mentioned above.
