The franchise was founded as Toronto Marlboros in the early 20th century and moved to Hamilton in 1989 . After the move, the team played as the Dukes of Hamilton until 1991 before moving again. Since then she has played as Guelph Storm in the OHL. In the early years, the team had no success in the junior league. It was not until the 1994/95 season that they won their division for the first time. As a result, the Storm coach at the time, Craig Hartsburg , was named Coach of the Year by the OHL and CHL . Notable players of the early 1990s were Jeff O'Neill and Todd Bertuzzi .

The Guelph Storm reached the OHL playoff finals in both 1995 and 1996. In 1996, the team also qualified for the tournament for the Memorial Cup , as they met in the OHL playoff final on the host of the cup tournament, the Peterborough Petes . Two years later, the team won their first J. Ross Robertson Cup and again took part in the tournament for the Memorial Cup, but lost the final to the Portland Winter Hawks . In 2000, the franchise moved from the old Guelph Memorial Gardens to the Guelph Sports and Entertainment Center , now called the Sleeman Center . In 2002 the Storm hosted the Memorial Cup tournament. Another two years later, the team from Guelph was again champions of the OHL and participated again in the Memorial Cup.
