Local elections in Thuringia 2009
The local elections in Thuringia took place on June 7, 2009. The district councils, city councils of the independent cities as well as city and community councils of the municipalities belonging to the district were newly elected. These local elections were held together with the 2009 European elections in Germany .
Abolition of the five percent hurdle
The Thuringian Constitutional Court declared the five percent hurdle in local elections on April 11, 2008 to be unconstitutional. This was the first time that the 2009 local elections took place without this restriction. This led to the entry of the FDP, Greens and NPD into all local parliaments in which they stood. Small citizens' groups and voter associations also benefited from this new regulation.
voter turnout
The turnout put slightly compared with 2004 and amounted in most communities between 50% and 60%. It rose particularly sharply in the large cities, in Weimar by as much as 11.6%. In the countryside it hardly changed or decreased slightly, although it was still higher there than in the cities. Passive voter participation, represented by the numerous citizens' initiatives and voter associations who want to get involved in local politics, increased. To some extent, this is due to the elimination of the five percent hurdle at the municipal level.

These results have no influence on the composition of parliaments. They only serve as an overview and are a purely arithmetical variable.

- CDU: 33.3%, 343 seats, −7.6% p compared to 2004, 90 seats less than 2004.
- Left: 20.7%, 223 seats, −3.9% p compared to 2004, 46 seats less than 2004.
- SPD: 20.3%, 201 seats, + 4.7% p compared to 2004, 36 seats more than 2004.
- FDP: 7.4%, 78 seats, + 2.7% p compared to 2004, 46 seats more than 2004.
- Greens: 4.5%, 45 seats, +1.0% p compared to 2004, 23 seats more than 2004.
- all others together: 13.8%, 146 seats, + 3.1% p compared to 2004, 27 seats more than 2004.

Parties
- The CDU is the largest party in Thuringia. In the 2004 election she won the most seats in local parliaments. It was the biggest loser in the 2009 local elections, but it remained the strongest force. Her losses were particularly strong in the course of the Stadtwerke affair in Erfurt with 16.6% and in her stronghold, Eichsfeld, where she lost 13% and still retained the absolute majority. The CDU lost votes in all circles, with the exception of the urban district of Gera, where it recorded minimal gains in votes.
- The Left is the second largest party in Thuringia. In 2004 she had a clear lead over the SPD, after the 2009 election she will be on par with the SPD again. You also lost a lot of votes in the local elections. It was only able to increase slightly in the Sonneberg district and in the Saale-Holzland district. The losses of the Left Party were also particularly evident in Erfurt, as it was also involved in the Stadtwerke affair.
- The SPD was so far the third strongest force in Thuringia. In 2004 it was still well behind the Left Party, it made strong gains in 2009 and is now close to the Left Party. Its gains were particularly strong in the Gotha district, where it almost doubled, and in the city of Erfurt, where it more than doubled. In the city council of Schmalkalden, she was even able to triple her result and now represent the strongest parliamentary group.
- In the 2009 election, the FDP benefited from the abolition of the five percent hurdle and was therefore able to move into all parliaments across the board. However, it managed to win more than 5% of the votes in a large number of municipalities. It would have been represented in many parliaments even under the old legislation. The FDP was able to record clear gains in votes almost everywhere.
- The Greens benefited as well as the FDP to abolish the five-percent hurdle. In contrast to her, the Greens would not have jumped this hurdle in most municipalities. However, they can still have representatives in most of the district assemblies and in the city councils in which they stood for election. The Greens recorded slight gains in votes in many municipalities. They achieved their strongest results in the university towns and in Meiningen. The absolute stronghold of the Greens was the southern inner city of Weimar, where they received more than 30% of the votes in four voting districts. Only in two of Weimar's 61 constituencies did the Greens remain below 5%.
- The NPD wanted to move into all local parliaments after the five percent hurdle was abolished. However, it did not succeed because it was only allowed to vote in a few counties and urban districts. In addition, she was unable to compile a list for most parishes. Wherever it competed, however, it was able to achieve results between three and five percent. In Eisenach, the NPD achieved its highest result with 5.1%. Another stronghold of the NPD in this election was the southern Wartburg district (with the exception of the Catholic areas around Geisa ), where the NPD received more than 5% of the votes across the board. Here she succeeded in gaining a relatively high share of the vote in the cities, while her success in the other districts was limited to the smaller rural communities. In the district of Nordhausen she received more than 5% in only one small municipality, with which she achieved her worst result of the seven districts in which she competed. In the 2004 local elections, she had not run into any district. Frank Schwerdt , chairman of the NPD in Thuringia, who was elected to the Erfurt city council, may not have his place of residence in Erfurt. That is why the public prosecutor has initiated an investigation into election fraud.
- In the 2009 election, the Free Voters recorded a gain in votes. In many district assemblies they are the fourth strongest force after the three people's parties. In some municipalities, however, they did not stand for election either.
- The other groups of voters, who, especially in the small municipalities, hold the majority in the parliaments, also increased. They are mostly interested in local areas and range from the progressive to the conservative camp. This association of students and lecturers from the TU Ilmenau provides two city councilors in the new Ilmenau city parliament.
