The Russian Neman Raion ( Russian: Неманский район ) (1946–1958: Sowetsk Raion ) is located in the north of Kaliningrad Oblast on the Memel River and thus on the EU's external border with Lithuania . The Raion area encloses the city of Sovetsk , which does not itself belong to the Raion. Within the framework of local self-government, the (administrative-territorial) Rajon consists of an urban district whose administrative seat is the city of Neman (formerly Ragnit ).

history

The Rajon was founded on April 7, 1946 as Ragnitski rajon . He was the successor of the Tilsit-Ragnit district, including the city of Tilsit, within the boundaries that existed from 1922 to 1939. The extreme east of this district was assigned to the Krasnosnamensk Raion . The town of Ragnit became the administrative seat of the Rajons. Responsible for the Rajon was from the end of May 1946 initially the administration for civil affairs of the Rajon Ragnit (ru. On September 7, 1946, the Rajon was renamed Sowetski rajon . On April 4, 1958, the Soviet Rajonsovjet was attached to the Nemansk City Soviet and thus subordinated the administration of the Rajons of the city of Neman. In the years 1963 to 1965, during a brief general administrative reform, the district was divided between the neighboring Slavsk district and Krasnosnamensk district.

After the collapse of the Soviet Union , on January 20, 1992, a separate district administration called Administration of the Neman district (ru. Администрация Неманского района, Administrazija Nemanskowo rajona) was established. In 1996 the city of Neman was (re) incorporated into the Rajon.

In 1997, the Neman District Communal Self-Government Unit (of the same name) was established on the territory of Neman District . In 2004 this administrative unit got the status of an urban district (ru. Неманский городской округ, Nemanski gorodskoi okrug). However, the Neman district was rejected by the jurisdiction. As a result, the administrative unit received the status of a "municipal" Rajon in 2008 and was called Municipal Rajon Neman (ru. Неманский муниципальный район, Nemanski munizipalny rajon); local self-government was expanded to the local level and the existing nine village districts and the area of ​​the Nemansk city administration were converted into two rural communities and the urban municipality of Nemanskoye.
