The Slavsk Rajon ( Russian Славский район / Transkription Slawski rajon ) is a Rajon in the northwest of the Russian Oblast Kaliningrad between the Memel and the Curonian Lagoon and thus on the border with Lithuania . In the context of local self-government, the (administrative-territorial) Rajon consists of an urban district with its seat in Slavsk (Heinrichswalde) .
Slavsk Raion is roughly in the area of the former Elk Lowlands District . The main livelihoods of the population are agriculture ( dairy farming ) and fishing on the Curonian Lagoon. Both are mostly operated in a cooperative manner. The increasing swamping of the site has developed into a problem since the 1960s, as the previously laboriously maintained drainage systems were neglected and often destroyed during the times of the Soviet Union .
Local self-government
On the territory of Slavsk Raion there has been the municipal self-government unit of the Slavsk District (ru. Славский городской округ, Slavski gorodskoi okrug) with the city of Slavsk and the other 57 settlements located on the territory of the Raion (ru. Possjolok).

The main traffic junction in the Rajon is the Bolshakovo settlement . The main road from Kaliningrad to Sovetsk runs through this place - a section of the European route E77 and here at the same time the Russian federal road A216 - which then continues to Lithuania . Bolshakovo is connected to the district cities of Chernyakhovsk and Polessk by the regional roads 27A-009 (ex A197 ) and 27A-145 (ex A190 ). The Slavsk district seat is connected to the A216 by the regional road 27A-010.
In the north of the Rajon, starting from Sowetsk, the regional road 27A-034 (ex R513 ) leads two kilometers north of Slavsk through the settlements Timirjasewo and Jasnoe to Myssowka on the Curonian Lagoon . In the vicinity of the settlement of Moskovskoye , the regional road 27A-035 branches off to the Russian-Lithuanian border river Skirwiegen, an estuary of the Memel . Opposite is the Lithuanian town of Rusnė (soot). Until the annexation of the Memel Land in 1923 there was a ferry here.

history
The Rajon was founded on April 7, 1946 as Chainrichswaldski rajon . He succeeded the (Elch-) Niederung district that existed until 1945 , the administrative seat of which was Heinrichswalde. The place Lauknen (1938 to 1945 "Hohenbruch") was also taken over from the Labiau district . From the end of May 1946, the “Administration for civil affairs of Heinrichswalde Rajon” (ru. Управление по гражданским делам Хайнрихсвальдского района, Upravlenie Poohdrawlenie) was responsible for the Rajon. On September 7, 1946, the place Heinrichswalde was renamed Slavsk and given city rights and the Rajon was renamed Slavski rajon . In June 1947 the Rajons which was to manage the Executive Committee of Slawsker Rajonsowjets of deputies of working people appointed (ru Исполнительный комитет Славского районного Совета депутатов трудящихся, Ispolnitelny komitet Slawskowo rajonowo Soweta Deputatov trudjaschtschichsja; short. Славсккий Райисполком, Slawski Rajispolkom). When setting up the village Soviets in the summer of 1947 in was Bolshakovo renamed Location United Skaisgirren (1938-1945 "Cross Ingen"), a newly appointed Rajon Bolshakovo outsourced.
On December 12, 1962, the Bolshakovo Raion was dissolved and attached to the Slavsk Raion. Furthermore, the village soviet Novokolchosnensky was taken over from the Neman district on that day . After another administrative reform on January 12, 1965, only the village soviets Bolschakowski (German: Groß Skaisgirren or Kreuzingen) and Wyssokowski (German: Popelken or Markthausen) remained in the Slavsk district of the areas added at the end of 1962 . In 1977 the term “the workers' deputies” was replaced by “the people's deputies” in the name of the district administration (ru. Народных депутатов, narodnych deputatow).
In 1991 the district administration was renamed Administration of Slavsk Raion (ru. Администрация Славского района, Administrazija Slawskowo rajona). In 1998, the Slavsk Raion Communal Self-Government Unit (of the same name) was established on the territory of Slavsk Raion . In 2004 this administrative unit got the status of a city district (ru. Славский городской округ, Slawski gorodskoi okrug). The Slavsk district was rejected by the judiciary. As a result, the administrative unit received the status of a "municipal" Rajon in 2008 and was referred to as Municipal Slavsk Rajon (ru. Славский муниципальный район, Slavski munizipalny rajon); In it, the municipal self-government was expanded to the local level and the existing seven village districts and the area of the Slavsk city administration were converted into three rural municipalities and the urban municipality of Slavskoye. In 2016 the local self-government was (again) organized as an urban district .
