The Gurjewsk Rajon ( Russian Гурьевский район , Gurjewski rajon) in the Russian Oblast Kaliningrad is located around the regional capital Kaliningrad , the former Koenigsberg. Within the framework of local self-government, the (administrative-territorial) Rajon consists of an urban district whose administrative seat is the city of Gurjewsk (Neuhausen) .

In the north the Rajon reaches the Curonian Lagoon , in the southwest the Fresh Lagoon . The Rajon forms the northeast, eastern and southern surroundings of the city of Kaliningrad. Many important transport links of the oblast run through the Rajons area due to its proximity to the regional capital.

Local self-government

On the territory of Guryevsk Raion there has been the municipal self-government unit of Guryevsk District (ru. Гурьевский городской округ, Gurjewski gorodskoi okrug) with the city of Guryevsk and the other administrative settlements (ru.guryevsk) located on the territory of the district of Guryevsk (ru. ru. rajon), which territorially correspond to the rural communities existing until 2013.

history

Name and Territory

Gurjewsk Rajon was founded as Kjonigsbergski Rajon on April 7, 1946 as the successor to the Königsberg district , which existed until 1939 . It was given its current name on September 7, 1946.

On July 25, 1947, the area of the village soviet Dobrinski (Nautzken) was taken over from the Polessk Rajon and the part of the district south of the Pregel was given to the newly founded Kaliningrad Rajon . In 1965 this area was reconnected to the Guryevsk Raion in a modified form. As a curiosity, a contradicting legal situation resulted in the " Otvaschnojer Zipfel", which was on the one hand counted under Guryevsk Raion, but on the other hand belonged to the village soviet or village district Niwenski in Bagrationovsk Raion . After the administrative reform in 2008, this area was initially assigned to the rural municipality of Novomoskowskoye in Guryevsk district, but then in 2010 to the rural municipality of Niwenskoye in Bagrationovsk district. Also in 1965 the place Pribreschny was spun off from the Rajon and placed under the administration of the city of Kaliningrad as a workers' settlement .

On December 12, 1962 and February 1, 1963, the rural areas of Primorsk Raion (since 1965 Zelenogradsk Raion ) were annexed to Guryevsk Raion. This measure was reversed on January 12, 1965. Possibly in this connection there was an exchange of territory in which the southern part of the former Primorsk, west of Kaliningrad, the village soviet Logwinsky was incorporated as the village soviet Volochayevsky , while the northern part of the village soviet Khrabrovsky , located on the Curonian Lagoon , was transferred to the Selenogradsk district. The added area extended from the Fresh Lagoon to the Kaliningrad – Baltijsk railway line . Around 1975, other places there were taken over from the Zelenogradsk Raion and incorporated into the Wolotschajewski village soviet. The village soviet Volochayevsky came under the administration of the city of Svetly in 1991 .

administration

The Rajon was administered from May 1946 initially by the administration for civil affairs (ru. Управление по гражданским делам, Uprawlenie po graschdanski delam). The city of Guryevsk (officially Noichausen until September 7, 1946 ) was intended as the administrative seat of the Rajon . Since the military was quartered there, the Rajonverwaltung had to move to Knöppelsdorf (ru. Later Rasswet ), three kilometers to the north . In 1947 the district administration moved to Lauth (ru. Issakowo ). On June 12, 1947 was to manage the Rajons Executive Committee of the Gurjewsker Rajonsowjets of deputies of working people appointed (ru Исполнительный комитет Гурьевского районного Совета депутатов трудящихся, Ispolnitelny komitet Gurjewskowo rajonowo Soweta Deputatov trudjaschtschichsja; short. Гурьевский Райисполком, Gurjewski Rajispolkom).

On February 9, 1953, the Rajonsitz was also officially moved to the Issakowo settlement. On February 1, 1960, the Rajonsitz then moved (again) to Guryevsk. In 1977, in the name of the district administration, the term “workers' deputies” was replaced by “people's deputies” (ru. Народных депутатов, narodnych deputatow). After the collapse of the Soviet Union , the administrative body was renamed Administration of Guryevsk Raion in 1991 (ru. Администрация Гурьевского района, Administrazija Gurjewskowo rajona).

In 2000, the Guryevsk District Communal Self-Government Unit (of the same name) was established on the territory of Guryevsk Raion . In 2004 this administrative unit got the status of a city district (ru. Гурьевский городской округ, Gurjewski gorodskoi okrug). The district of Guryevsk was rejected by the judiciary. As a result, the administrative unit got the status of a "municipal" Rajon in 2008 and was referred to as Gurjewsk Municipal Rajon (ru. Гурьевский муниципальный район, Gurjewski munizipalny rajon); local self-government was expanded to the local level and the existing nine village districts were converted into seven rural communities. In 2013 the administrative unit got the status of an urban district again.
