The Zelenogradsk Raion ( Russian Зеленоградский район / Transkription Selenogradski rajon ) (1946–1962 Primorsk Raion ) of the Russian Kaliningrad Oblast covers a large part of the Samland peninsula . Within the framework of local self-government, the (administrative-territorial) Rajon consists of an urban district whose administrative seat is the city of Zelenogradsk ( Cranz ).

The Zelenogradsk Raion , together with the city of Kaliningrad and the Guryevsk Raion, is one of the main settlement areas of the Kaliningrad Region.

Local self-government

On the territory of Zelenogradsk Raion, the municipal self-government unit of Zelenogradsk City District (ru. Зеленоградский городской округ, Zelenogradski gorodskoi okrug) with the city of Zelenogradsk and the other 111 settlements located on the territory of Zelenogradsk (ru.

Partnerships

Zelenogradsk Raion has had a partnership with Pinneberg County since 1991 . This partnership emerged from the sponsorship of the Pinneberg district with the former Fischhausen district .

The association Zelenogradsk eV and the Russian partner association Pinneberg-Zelenogradsk work closely together in the areas of international understanding, youth work, humanitarian aid and cultural exchange.

There is also a partnership with the Bad Doberan district .

history

The Rajon was founded on April 7, 1946 as Semlandski rajon (Russian. Земландский район). In terms of its name, it was attached to the Samland district, which existed from 1939 to 1945, but in terms of the extent of its territory it was linked to the Fischhausen district, which existed until 1939 . On paper, its administrative seat became the town of Fischhausen (officially Fischchausen ), which was badly damaged in the war ; in reality the Rajon was administered from Cranz (officially Kranz ). From the end of May 1946, the “Administration for civil affairs of Samland Rajon” (ru. Управление по гражданским делам Земландского района, Uprawlenie po graschdanski delam Semland) was responsible for the raion.

On September 7, 1946, the city of Fischhausen was renamed Primorsk and the Rajon in Primorski rajon (Russian: Приморский район) (Primorsk Rajon). On 19 June 1947 the Rajons was to manage the Executive Committee of the Primorsk Rajonsowjets of deputies of working people appointed (ru Исполнительный комитет Приморского районного Совета депутатов трудящихся, Ispolnitelny komitet Primorskowo rajonowo Soweta Deputatov trudjaschtschichsja; short. Приморский Райисполком, Primorsky Rajispolkom). On July 25, 1947, the administrative headquarters were also officially relocated to the city of Zelenogradsk (formerly Cranz). On this day the city of Svetlogorsk (Rauschen) left the Rajon and became rajon-free. On this day at the latest, the city of Baltiysk (Pillau) , which had already been cordoned off by a checkpoint on September 18, 1945, left the Rajon and became rajon-free.

In 1949, Svetly ( Zimmerbude and Peyse ), which was promoted to a workers' settlement , was spun off from the Rajon and placed under the administration of the city of Baltiysk .

On December 12, 1962, as part of a general administrative reform, Primorsk Raion was dissolved and its village soviets were annexed to Guryevsk Raion .

The Rajon was restored on January 12, 1965 as Zelenogradski rajon (Russian. Зеленоградский район). Its administrative seat again became the city of Zelenogradsk. The Rajon was then administered accordingly by the Selenogradski Rajispolkom . The district no longer belonged to the areas of the settlement soviets Jantarny (Palmnicken) and Primorje (Groß Kuhren) as well as the city of Pionerski (Neukuhren) , which were subordinate to the city soviet of Svetlogorsk and the city of Primorsk, which was co-administered by the city soviet of Svetly. Presumably there was an exchange of territory with the Gurjewsk Rajon, in which a coastal strip on the Curonian Lagoon east of Zelenogradsk was taken over and the coastal strip on the Fresh Lagoon between the cities of Svetly and Kaliningrad was given up. Around 1975 other places there were given to the Gurjewsk Rajon. In 1977 the term “the workers' deputies” was replaced by “the people's deputies” in the name of the district administration (ru. Народных депутатов, narodnych deputatow).

In 1992, the district administration was renamed Administration of Zelenogradsk Raion (ru. Администрация Зеленоградского района, Administrazija Zelenogradskogo rajona). In 1999, the Zelenogradsk Raion Municipal Self-Government Unit was established on the territory of Zelenogradsk Raion . In 2005 this administrative unit was given the status of a "municipal" Rajons; in this, the communal self-government was expanded to the local level and the existing nine village districts were converted into four rural communities. In 2015 the local self-government was organized as an urban district .
