The district of Tilsit-Ragnit was a Prussian district in the Gumbinnen administrative district in East Prussia from 1922 to 1945 . The seat of the district administration was in the independent Tilsit . In 1925 the district had an area of ​​1,100 km² and 57,405 inhabitants.

Administrative history

On January 10, 1920, the Versailles Peace Treaty came into force. Thus, the north of were Memel lying parts of the district and the district Ragnit Tilsit to the Memel assigned. The new Pogegen district emerged from them . On March 25, 1920, the administration of the remaining Tilsit district south of the Memel was temporarily transferred to the district administrator in Ragnit.

On July 1, 1922, the cut districts south of the Memel were reorganized. The rural communities of Dwischaken, Kaltecken, Kalwen, Moritzkehmen, Schillgallen b. Tilsit and Senteinen (partially) and the Paszelgsten manor district from the Tilsit district were incorporated into the Tilsit district. The rest of the German Reich remaining areas of the district Tilsit and circle Ragnit were with the villages Alloningken, birch forest, Blausden , Gaiwethen, United board tailors, big stupid , United Ischdaggen, United Wingsnupönen , Grünheide forester, Kattenuppen, Kaukwethen, Kaukweth-Kludszen, Kellmienen , Klein Brettschneidern, Klein Dummen, Krauleiden, Kühlen, Lapienen Försterei , Papuschienen, Pauperischken, Puskeppeln, Sandlauken , Schillkojen , Seikwethen , Skardupönen, Skroblienen and Smaledumen of the Niederung district have been combined to form a new Tilsit-Ragnit district. The town of Tilsit became the district seat. Accordingly, on 15./16. August 1922 the district office of the new great district moved from Ragnit to Tilsit.

On March 27, 1924, the manor districts Laukändter Wüstenei and Forst Schnecken from the district were incorporated into the city of Tilsit. On September 30, 1929, in line with developments in the rest of the Free State of Prussia, a regional reform took place in the district , in which almost all previously independent manor districts were dissolved and assigned to neighboring rural communities. At the same time, the Sziedlauken manor district moved to the Insterburg district .

After Lithuania on pressure of the Nazi regime in March 1939 Memel to the German Reich had been assigned, was on 1 October 1939, the main part of the district Pogegen , including the communities Baltupönen, Kerkutwethen, Laugßargen, Lompönen , Pogegen , Robkojen, Schmalleningken , Schreitlaugken , Willkischken and Wischwill incorporated into the Tilsit-Ragnit district. The district's population grew to more than 84,000.

In the winter of 1944/45 the population was evacuated and German administrative activities ended. The district was occupied by the Red Army and then part of the Soviet Union .

The district of Tilsit-Ragnit comprised the town of Ragnit , 267 rural communities and three manor districts in 1939 before the start of the Second World War . After the area was expanded in October 1939, the district included the city of Ragnit, 329 rural communities and five manor districts.

Local constitution

The district was initially divided into a city, into rural communities and - until their almost complete elimination - into manor districts. With the introduction of the Prussian Municipal Constitution Act of December 15, 1933, there was a uniform municipal constitution for all municipalities from January 1, 1934. The previous municipality of Ragnit was now called the city . With the introduction of the German Municipal Code of January 30, 1935, the municipal constitution valid in the German Reich came into force on April 1, 1935, according to which the previous rural municipalities were now referred to as municipalities . These were grouped together in administrative districts .

A new district constitution was no longer created; The district regulations for the provinces of East and West Prussia, Brandenburg, Pomerania, Silesia and Saxony from March 19, 1881 continued to apply .
