The 1st Lig 1963/64 was the sixth season of the top Turkish league in men's football . It started on August 24, 1963 and ended on May 24, 1964.

Champion Fenerbahce . Karşıyaka SK, Beyoğluspor and Kasımpaşa Istanbul are relegated.

The league was run on a single track again this season. Participants were the best 18 teams from the previous year. These played against each other twice on 34 match days, divided into a round trip. With the two bottom of the table, Karşıyaka SK also had to relegate to the 2nd Futbol Ligi . 1

Placement criteria: 1st points - 2nd goal quotient

1 The Turkish Football Association claimed that the outcome of the Karşıyaka-Kasımpaşa game (4-0 win for Karşıyaka) had been predetermined. Therefore, Karşıyaka was deducted three points and had to relegate. In a civil procedure, this decision was reversed and Karşıyaka was taken back to the 1st Lig in the 1966/67 season .
