The 1990/91 season of the 2nd Bundesliga ice hockey was the 18th season of the second highest German ice hockey division. The champion ESV Kaufbeuren rose directly to the Bundesliga , while the runner-up from Krefelder EV also qualified for the top division in the relegation games.

After the voluntary withdrawal of EV Stuttgart , the EHC Klostersee was finally determined as a relegated athlete in the upper league . The sporting climber Dinslakener EC had already stopped playing before the season, as did the 1st EHC Hamburg , which withdrew its team due to financial problems. The Grefrather EC was the only club to exercise the right of succession.

As in the previous season , the league was played on two tracks, with nine teams starting in the north group and ten teams in the south group . First, a preliminary round was played in the form of a double round, so that each club played two home and two away games against the other teams in its group. After the preliminary round, the teams in places 1 to 5 of both groups played the championship round in the form of a single round, from which the first was promoted directly to the Bundesliga and the second qualified for the relegation games. The other teams took part in the relegation rounds of their respective group. This round was held in one group in the north and in two groups in the south.
