After studying law and being admitted to the bar in 1819, he began working in this profession in Chautauqua County . In the meantime, he moved his practice to Warren , Pennsylvania , before returning to Jamestown in 1823. Between 1826 and 1829 he was also a journalist for the Jamestown Journal . Politically, he initially joined the Anti-Masonic Party . He then became a member of the short-lived National Republican Party . He was a member of the New York State Assembly in 1829 and 1830 .

In the congressional elections of 1832 Hazeltine was elected as a candidate for the Anti-Masonic Party in the newly established 31st  electoral district of New York in the US House of Representatives in Washington, DC , where he took up his new mandate on March 4, 1833. Ever since President Andrew Jackson took office in 1829, there has been heated debate within and outside of Congress about its policies.
