Sereno E. Payne

Sereno Elisha Payne (born June 26, 1843 in Hamilton , New York , † December 10, 1914 in Washington, DC ) was an American lawyer and politician . Between 1883 and 1887 and between 1889 and 1914 he represented New York State in the US House of Representatives .

Career

Sereno Elisha Payne was born in Madison County about three years before the outbreak of the Mexican-American War . He attended the Auburn Academy . Graduated from the University of Rochester in 1864 . He studied law . After receiving his license to practice bar in 1866, he began practicing in Auburn . His student days were overshadowed by the civil war. He worked as the City Clerk in Auburn in 1867 and 1868 . Then he held the post of supervisor in 1871 and 1872 . Between 1873 and 1879 he was a district attorney in Cayuga Countyand President of the Auburn Education Committee between 1879 and 1882. In January 1899 he was appointed to the American-British Joint High Commission . Politically, he belonged to the Republican Party .

In the 1882 congressional elections for the 48th Congress , Payne was elected to the US House of Representatives in Washington DC in the 26th  constituency of New York, where he succeeded John H. Camp on March 4, 1883 . In 1884 he ran in the 27th constituency of New York for the 49th Congress . After a successful election, he succeeded James Wolcott Wadsworth on March 4, 1885 . He retired from the after March 3, 1887 Congress of. Payne was elected to the 51st Congress in a by-election to fill the vacancy created by the death of Newton W. Nutting . He took his seat in the US House of Representatives on December 2, 1889. In the congressional elections of 1890 he was elected to the 52nd Congress . In 1892 he ran in the 28th constituency of New York for the 53rd Congress . After a successful election, he succeeded Hosea H. Rockwell on March 4, 1893 . He was re-elected four times in a row. In the congressional election of 1902 for the 58th Congress , he was elected to the US House of Representatives in the 31st constituency of New York, where he succeeded James Breck Perkins on March 4, 1903 . He was re-elected four times in a row. In 1912 he ran in the 36th electoral district of New York for the 63rd Congress . After a successful election, he succeeded Charles Bennett Smith on March 4, 1913 . He was elected to the 64th Congress , but died before the end of the 63rd Congress on December 10, 1914 in Washington DC During his time in Congress, he chaired the Committee on Merchant Marine and Fisheries ( 54th and 55th Congress ) and Committee on Ways and Means ( 56th to 61st Congress ). He was also the majority leader ( 57th to 61st Congress). His body was buried in Fort Hill Cemetery , Auburn.
