Benjamin Arthur Gilman (born December 6, 1922 in Poughkeepsie , New York , † December 17, 2016 in Beacon , New York) was an American politician . Between 1973 and 2003 he represented New York State in the US House of Representatives .

Career

In 1941 Benjamin Gilman graduated from Middletown High School . Between 1942 and 1945 he served in the United States Army Air Corps during World War II . He flew 35 combat missions over Japan . For his military achievements he has been awarded several medals, including the Distinguished Flying Cross and the Air Medal . After the war he graduated from the University of Pennsylvania belonging Wharton School . After studying law at New York Law School and being admitted to the bar in 1950, he began working in this profession. Between 1953 and 1955 he was the Assistant Attorney General of New York State . Politically, he joined the Republican Party . Between 1966 and 1972 he was a member of the New York State Assembly . He was also a member of the New York State Southeastern Water Commission .

In the 1972 congressional election , Gilman was elected to the US House of Representatives in Washington, DC , in the 26th  constituency of New York , where he succeeded Ogden R. Reid on January 3, 1973 . After 14 re-elections, he was able to complete a total of 15 legislative terms in Congress by January 3, 2003 . These were overshadowed by the Watergate affair in 1974 . The terrorist attacks on September 11, 2001 and the beginning of the Iraq war also fell during his time as a congressman . Between 1995 and 2001, Gilman was chairman of the Foreign Affairs Committee . Until 1983 he still represented the 26th electoral district, then he moved to the 22nd and finally in 1993 to the 20th district. In 1996 and 2000 he took part as a delegate at the respective Republican National Conventions . In 2002 he gave up another candidacy. At the time of his departure, he was the oldest member of the House of Representatives.

For his commitment to the Indian standpoint in the dispute over the Kashmir region , which was divided between India, Pakistan and the People's Republic of China , especially during the Kargil War , he was awarded the Padma Vibhushan in 2001.
