According to the regulations, a film had a significant German cultural character if it was produced in the German language, if the director or producer was to be attributed to Germans or to the German cultural group, or if a German production company was significantly involved in financing the film.
For the first time, three separate juries were named for preselection, made up of members of the German Film Academy, the German Bundestag and an external member of the industry. 27 feature films , nine documentaries and four children's films were named, from which the approximately 1200 members of the academy then chose the nominations in 16 categories.
