According to the regulations, a film has a significant German cultural character if it was produced in the German language, if the director or producer is to be attributed to German or to the German cultural group or if a German production company is significantly involved in the financing of the film.

For the pre-selection of the nominations, three separate juries were named, made up of members of the German Film Academy, the German Bundestag and an external member of the industry.
