First, the twelve participants played a preliminary round in the form of a single round in the groups South , West and North . A final round with five teams was then held, for which the first and second placed in the groups West and South qualified directly. The last remaining starting position was played out between the winner of the North group and the third-placed finishers in the West and South groups .

In the group west there was no relegation, the last place in the group north rose directly from the league. The last two in the group south had to play against each other in a relegation game. Since the groups North and West were merged in the course of the league's decline for the following season , the second and third placed in the playfully weakest group North also had to relegate.
