St. Francis was organized as a plantation on May 29, 1875, the town was founded on March 1, 1967. Originally, the area was named Township No. 17, Ninth Range West of the Easterly Line of the State (T17 R9 WELS).

The area was first settled in the 18th century by French-speaking Acadians fleeing the British and by French-speaking Canadians. English-speaking residents from the south of Maine also settled here later. Even today, 61.0% of the residents are French-speaking.
