By 2012, New York's 13th congressional district had the entire area of Staten Iceland and the districts Bay Ridge , Bensonhurst , Dyker Heights and Gravesend in Brooklyn includes (the location of today's 13th constituency was largely that of the hitherto 15 met). It was the only Congressional electoral district in New York City that was Republican-leaning in national elections.

Prior to the 1992 redistricting, the focus of the 13th Congressional electoral district was Brooklyn. Most of Brooklyn is now part of New York's 8th Congressional electoral district .

Staten Island was previously part of the 14th Congressional constituency in the 1980s, the 17th Congressional constituency in the 1970s, and the 16th Congressional constituency in the 1960s .
