In addition to the Cardinal Bishop , who bears the title of Bishop of Palestrina, there has also been a diocesan bishop since 1966 who carries out the episcopal duties in the diocese . Pope John XXIII decided in 1962 that the cardinal bishops should continue to be the titleholders of the suburbicarian bishoprics, but without the pastoral obligations that pleno jure were given to a diocesan bishop.
