- Bern / Switzerland : The Lisbon Convention takes effect. The ratifying countries recognize academic achievements made abroad in the higher education sector in the European region. Of the countries with German official language, only Switzerland has ratified the treaty so far.

- Caracas / Venezuela : Hugo Rafael Chávez Frías becomes President .

- Vienna / Austria : Parliament ratifies the Convention on the Recognition of Qualifications in Higher Education in the European Region , with which higher education entrance qualifications and university degrees are mutually recognized in all contracting states.

- New York / United States : The unarmed West African immigrant Amadou Diallo is shot dead by police officers who believe he is a wanted serial rapist.
Friday 5th February 1999
- Maryland / United States : American boxer Mike Tyson is sentenced to one year in prison, fined US $ 5,000, and 200 community hours for assaulting two men in a car accident.
- Munich / Germany : The Chairman of the motor vehicle -Herstellers BMW AG Bernd Pischetsrieder , the loss-making business with the 1994 incorporated British carmaker Rover Ltd. to doom. As the new CEO, Joachim Milberg will head BMW AG in the future .

- Berlin / Germany : Michael Ballhaus is awarded the Golden Camera as the best cameraman . Steven Spielberg receives the award in the “Most Successful Director of the Century” category.

- Berlin / Germany : The 49th Berlin International Film Festival , which will take place for the last time in its home area of Zoo Palast and the surrounding area for the foreseeable future, will open with the film Aimée & Jaguar by director Max Färberböck .
Thursday February 11, 1999
- Skole / Ukraine : The Skoler Beskids National Park is established with the aim of preserving the fir and beech stocks in the forest reserve.
- Solar system : The planet Pluto ends a time phase that has lasted since February 7, 1979, in which it was closer to the sun than the planet Neptune due to its eccentric orbit .
- Tahtsa Lake / Canada : At 145 cm, the largest amount of snow measured in Canada so far falls per day.

- Guben / Germany : During the night, the Algerian asylum seeker Farid Guendoul is killed on the run from a group of right-wing radical youths. The incident known as the “ Gubener Hetzjagd ” attracted national attention.
- Hamburg / Germany : In the debate about the expansion of multiple citizenship in German law, the Ostpreußenblatt prints the first part of the right-wing populist "Pamphlet to the Germans, who still want to be, about the situation of their people" by Horst Mahler , who was accused of criminal offenses Member of the left-wing extremist terrorist organization Red Army Faction was imprisoned for over six years.

- Australia : The inhabitants of the continent, mainly in the outback , witness an annular solar eclipse .
Wednesday February 17, 1999
- Berlin / Germany : Supporters of the Kurdish PKK party are trying to occupy the Israeli consulate general in the German capital. The Israelis' security guards shoot four Kurds and twelve others are injured by projectiles.
Saturday February 20, 1999
- Baikonur / Kazakhstan : Aboard a Russian Soyuz - spacecraft passes with Ivan Bella , the first spaceman with Slovak citizenship in the universe .
Sunday February 21, 1999
- Berlin / Germany : The jury of the 49th Berlin International Film Festival honored the film Der schmale Grat by director Terrence Malick as the best contribution of the festival with the Golden Bear .
- Iraqi part of Kurdistan / Iraq : The Turkish armed forces end their operation against Kurdish militiamen in the neighboring country and announce the confiscation of large amounts of military equipment.
- Lomé / Togo : The opposition in Togo is blocking the parliamentary elections.
Monday February 22, 1999
- Orbit : The 27th and final permanent crew arrives at the Mir space station . Viktor Afanassjew from Russia and Jean-Pierre Haigneré from France are supposed to seal the station, switch off almost all systems and then return to earth. A few months later, the space station is expected to burn up when it enters the earth's atmosphere.
- Skopje / Macedonia , Sofia / Bulgaria : The governments of the two countries put an end to their longstanding language dispute by signing a joint declaration.

- Los Angeles / United States : In the 41st Grammy Awards will Lauryn Hill , the lead singer of the American hip-hop - band Fugees , was honored with five awards.
