- Bonn / Germany : The Prime Minister of Hesse Hans Eichel ( SPD ) takes up his post as President of the Federal Council .
- Munich / Germany : The German Patent Office with locations in Munich, Berlin and Jena is renamed the “German Patent and Trademark Office” in order to emphasize the protection of trademarks .
- Skopje / Macedonia : The second round of the parliamentary elections confirms the electoral alliance " Inner Macedonian Revolutionary Organization - Democratic Party for Macedonian National Unity / Democratic Alternative" , which was in the lead after the first round, as the strongest force and Ljubčo Georgievski is the designated new head of government .
- Suzuka / Japan : The Finn Mika Häkkinen from the Formula 1 racing team McLaren Racing goes into the last race of the 1998 World Championship with a slight advantage over the German Michael Schumacher . Ferrari driver Schumacher retires with a puncture, Häkkinen becomes driver world champion for the first time with a win in the Mercedes-Benz 3.0 V10 .

- Buenos Aires / Argentina : In the Argentine capital that starts 4th World Climate Conference of the United Nations . The main concern is the implementation of the Kyoto Protocol of December 1997.
Tuesday November 3, 1998
- Schwerin / Germany : The state parliament of Mecklenburg-Western Pomerania elects Harald Ringstorff ( SPD ) as the state's new prime minister .
- Washington, DC / United States : In the election to the House of Representatives , also known as midterm elections ( German mid-term elections ), voters deny Republicans the expected profits. Despite impeachment proceedings against the Democratic US President Bill Clinton , the Democrats win five seats and the Republicans lose five, the latter retain the majority. There is no change in the distribution of seats in the Senate elections ; the Republicans also have a majority here.
Saturday November 7th 1998
- Bonn / Germany : The CDU elects the chairman of the CDU / CSU parliamentary group in the Bundestag, Wolfgang Schäuble, as its new party chairman. He replaces Helmut Kohl , who had headed the CDU since 1973 and who refused to run again.
- Cape Canaveral / United States : The STS-95 mission brings Pedro Francisco Duque, the first Spaniard into space .
Sunday November 8, 1998
- Dhaka / Bangladesh : The Union Oil Company of California signs an agreement with the oil company Petrobangla to develop the recently discovered, "Bibiyana", largest natural gas field in the Asian country.
- Gbendembu, Saiama / Sierra Leone : The civil war saw the worst massacres of civilians since the state of Sierra Leone was founded. Across the north and east, either foot troops from the autonomous Revolutionary Council of the Armed Forces or militants from the United Revolutionary Front (RUF) carry out terrorist attacks on village communities. Probably the RUF kills u. a. 70 to 100 people in Gbendembu in the Bombali district . A massacre involving 96 people in Saiama in the Eastern Province cannot be assigned for the time being.
- Central America : Hurricane Mitch , the worst hurricane since the Great Hurricane of 1780 , resolves after 18 days. He called for 19,000 deaths and caused damage amounting to 6.2 billion US dollars . The hardest hit was Honduras and Nicaragua .
- Nouméa / New Caledonia : A majority of 72% votes in a referendum for the adoption of the Nouméa Agreement , signed on May 5th , according to which the areas of defense, security, justice and financial policy remain with France and other areas remain under the sovereignty of the former French Colony of New Caledonia to be transferred.
Monday November 9, 1998
- London / United Kingdom : Queen . Elizabeth II is the Human Rights Act ( German Human Rights Act ) for the Kingdom of their approval. When it comes into force, all of the laws set out in the European Convention on Human Rights will also apply to British citizens. a. the death penalty would be omitted , which, however, has not been carried out since 1964 and which currently only exists in military law .
- Saarbrücken / Germany : The state parliament of Saarland receives the resignation of the Saarland Prime Minister Oskar Lafontaine ( SPD ), who will hold the office of finance minister in the federal government .

- Vienna / Austria : At the instigation of Austria, the European Union starts substantial accession negotiations with Estonia , Poland , Slovenia , the Czech Republic and Hungary . It starts with chapters that contain few points of friction, e.g. B. Industrial Policy .

- Buenos Aires / Argentina : The first world climate conference in the post-Kyoto process comes to an end without any significant new agreements. Only a work plan for the following conferences is decided. Environmentalists are outraged by the ignorance demonstrated by some participants when it comes to climate change .

- Ouagadougou / Burkina Faso : The "President of the Popular Front" Blaise Compaoré , who has been in office since 1987, is confirmed as head of state in a largely boycotted nationwide election .

- Kuala Lumpur / Malaysia : The tenth summit of the Asia-Pacific Economic Community APEC begins. The long-term goal of the members is a free trade area .
Thursday November 19, 1998
- London / United Kingdom : Queen Elizabeth II gives the Scottish Act passed by Parliament the royal approval and thus grants the part of Scotland a limited right of self-determination . The law guarantees Scotland its own parliament and defines its legislative powers, e.g. B. in the areas of education, health, agriculture and justice.

- Tehran / Iran : Dariush Forouhar , former Labor Minister of Iran and chairman of the secular people 's party, and his wife Parvaneh Eskandari Foruhar are found stabbed to death in their home.
Sunday November 22, 1998
- Tirana / Albania : The voting population adopts Albania's first democratic constitution in 78 years in a referendum . With this vote, the constitution can come into force on November 28th.
- West Bengal / India : A cyclone hits the Sundarbans forests in the state of West Bengal. Over 5,000 families lose their homes, the harvest is destroyed. This year's cyclone season has devastated more than four million people in the states of Assam , West Bengal and Bihar in November .

- Socorro / United States : Researchers from the Lincoln Near Earth Asteroid Research institute discover the asteroid (33342) 1998 WT 24 . It crosses the orbits of the planets Earth , Mercury and Venus and is one of the celestial bodies with the highest probability of impact on Earth.

- Riga / Latvia : With the support of the For Fatherland and Freedom Party and the New Party , entrepreneur Vilis Krištopans is elected Prime Minister of Latvia by the Latvijas Ceļš party .
