The 2003/04 season of the Regionalliga was the tenth season of the Regionalliga as the third highest division in German football. It was played in two regional seasons - North and South - with 18 teams each.
North
The northern season played with 18 teams in the 2003/04 season. Rot-Weiss Essen achieved promotion to the 2nd Bundesliga by winning the championship . Dynamo Dresden secured the runner-up and promotion .
The SG Wattenscheid 09 , the amateurs of FC Schalke 04 , the FC Sachsen Leipzig and VfR Neumünster increased to a sporty way into the league from.

The runner-up and promotion to the 2nd Bundesliga secured the FC Rot-Weiß Erfurt . The amateurs of FC Bayern Munich had no right of promotion due to their status as amateur team of a professional club according to the statutes of the DFB . As a result, third place 1. FC Saarbrücken rose next to Erfurt.
The 1. FC Eschborn and the amateurs of 1. FC Kaiserslautern increased to a sporty way into the league from. While the managed 1. FC Schweinfurt 05 in the league since the SSV Jahn Regensburg only one club from the area of South-season from the 2. Bundesliga relegation to achieve the desired thickness of 18 teams. Since Schweinfurt did not receive a license for the following season, the sports fans , who were actually relegated, remained victories in the regional league.
