Becker was born as the son of the Cologne master craftsman and cathedral construction controller of the same name . From 1873 he studied at the Technical University of Aachen and also trained as a stonemason and sculptor at the Cologne Dombauhütte . In Mainz he was a church builder from 1884 and a cathedral builder from 1909 to 1940 . From 1909 he worked with Anton Falkowski in an architectural community. Later his son, the church architect Hugo Becker (1897–1967), worked for him.

At the Mainz Cathedral Becker also worked as a building researchers, the key findings brought to light; however, his conclusions were flawed. He was unable to convincingly substantiate his thesis that the construction of the Mainz Cathedral had already begun in Constantinian times in the 4th century. This claim was unanimously rejected by experts.

He designed many buildings together with his office partner Anton Falkowski. Before the First World War , Becker and Falkowski preferred Romanesque and Gothic forms, then simple baroque forms . From around 1930 expressionist stylistic devices were also used.
