The ice hockey league was carried out in the form of a group south with 14 participants, a group middle with 6 participants and a group north with 10 participants.

In the north group as in the middle group , the preliminary round was carried out as a double round, with a championship round following in the middle group . In contrast, the preliminary round in the South group was carried out as a single round.

The best six teams from group north and two participants from the championship round of group center played in the qualification for the 2. Bundesliga North 1986/87 , while the best eight teams from group south with the other two participants from group south in the Qualification for the 2nd Bundesliga South 1986/87 played. The remaining participants from the North group played with the participants from the Regionalliga North , from the Middle group with the participants from the Regionalliga South-West and from the South group with the participants from the Regionalliga South in the respective qualifying rounds for the Oberliga .
