The DEL2 is the second highest league in German ice hockey after the German ice hockey league (DEL). It has been operated by the Ice Hockey Game Operating Company (ESBG) since the 2013/14 season . The DEL2 office is located in Neuss . In 2019/20, the DEL2 was the most-attended second ice hockey league in Europe with 2,855 spectators per game and was tenth in all European leagues.
history
founding
The Second Ice Hockey League Betriebsgesellschaft mbH was founded on May 2, 2013 by Ernst Rupp, Managing Director of Heilbronner Falken . The establishment was preceded by a lengthy dispute between the ice hockey game operation company mbH (ESBG), the operator of the 2nd ice hockey league , and the German ice hockey association (DEB). This flared up around the cooperation agreement negotiated in 2011 between DEB and DEL, which the ESBG refused to accept because of what it saw as unacceptable conditions. A promotion from the 2nd Bundesliga to the DEL was therefore no longer possible. As a result, the second division clubs, who were shareholders of the ESBG in addition to the DEB, denied the DEB the voting rights in the ESBG, which the DEB held in trust for the upper leagues that no longer belong to the ESBG. In November 2012, the ESBG terminated its cooperation agreement with the DEB and its state ice sports associations. Finally, on April 18, 2013, the second division team decided to found their own gaming operating company and to cooperate closely with the DEL.
The DEB announced that it would declare this new foundation a “wild league”, whereupon the ESBG submitted an application for an injunction to the Munich Regional Court. The oral hearing on the provisional request, originally scheduled for July 4th, was rescheduled by the Munich Regional Court to July 18th, 2013; The ESBG shareholders' meeting scheduled for July 1, 2013 was also postponed. On July 17, 2013, the DEB and the clubs of the second division reached an out-of-court settlement before the court hearing. The ESBG will initially continue to play in the second division until 2018, but in future the league will manage itself. A corresponding cooperation agreement was signed between DEB and ESBG.
Further development
In 2014 the league was increased to 14 teams as planned. In April 2015 the DEB changed its statutes so that the clubs of the DEL2, as well as the clubs of the DEL, could become members of the DEB again.
In September 2015, DEL and DEL2 agreed requirements to enable athletic promotion and relegation between the leagues. The DEL2 and their clubs had to meet specified conditions for this. After these two years in a row could not be fulfilled, the fulfillment of the conditions by the DEL2 clubs between the leagues was controversial in 2018. Finally, in July 2018, the two leagues agreed to introduce promotion and relegation between the leagues from the 2020/21 season .
