Harly is a banlieue in the east of Saint-Quentin . Harly is surrounded by the neighboring communities of Morcourt in the north, Homblières in the east and northeast, Mesnil-Saint-Laurent in the southeast, Neuville-Saint-Amand in the south and Saint-Quentin in the west.
