The 1999 IBSF U21 World Snooker Championship was the 13th edition of the Junior World Snooker Championship . It took place in the Egyptian capital Cairo .

The Irishman Rodney Goggins became world champion with an 11: 4 victory in the final against the Dutchman Rolf de Jong . Last year's finalist Robert Murphy was eliminated in the round of 32 against Ben Farnworth .

In the preliminary round, the participants were divided into groups in which they competed against each other in round robin mode . 32 players qualified for the final round, which was played in the knockout system .
