The 1999 IBSF World Snooker Championship was the 26th edition of the World Amateur Snooker Championship . It took place in Port Moresby , the capital of Papua New Guinea .
Welshman Ian Preece became world champion with an 11: 8 win in the final against Englishman David Lilley .

The 66 participants were divided into eight groups in which they competed against each other in round robin mode . The four best placed in each group qualified for the final round, which was played in the knockout system .
