From the 1930s onwards, Kotlas was a deportation place for the so-called kulaks . The deportees worked in the forest industry, paper production, and building factories and other infrastructure. It was also an important logistical hub for the transit of other prisoners to other Gulag prison or labor camps .

Kotlas became the center of the newly formed Kotlas Rajon in April 1924. It has been part of Arkhangelsk Oblast since 1937.
