Overview of the applicable road charges for the various vehicle classes

In Poland , a route-dependent toll ( Polish : myto ; also opłaty drogowe → literally: road tolls ) is payable on selected road sections for motor vehicles. A distinction must be made between the operator, the state GDDKiA and the three concessionaires , as different toll systems are used.

On individual road sections operated by GDDKiA, an electronic route toll system known as viaTOLL has been introduced for all vehicles with a gross vehicle weight of more than 3.5 tonnes (including trucks ) , which is operated by Kapsch and replaced the vignette toll on July 1, 2011. In the case of vehicles with a trailer, the permissible total weight of the towing vehicle is not used as the basis for assessment, but the permissible total towing weight.

For motor vehicles with a gross vehicle weight of less than or equal to 3.5 tonnes (including passenger cars ) there is a toll obligation on two sections of the motorways operated by GDDKiA. The toll is to be paid manually at toll stations or, since June 1, 2012, also electronically using the viaTOLL system for cars.

A route toll applies to all motor vehicles on all sections of the motorway operated by the concessionaires and must be paid manually at the toll stations.

History and societies

Due to a lack of public funds to improve the infrastructure, the government decided in the mid-1990s to hand over control of the modernization of existing and the construction of new motorway sections to a concessionaire and to collect the money from toll revenues. In 1997, three concessions were granted to three different joint-stock companies for the operation of the A1 Gdańsk - Toruń (152 km), A2 Świecko - Konin -Zachód / Modła (253 km) and A4 Katowice - Kraków (60.9 km) motorway sections .

Gdańsk Transport Company

In August 1997, it was decided to grant Gdańsk Transport Company SA the concession for the northern section of the A1 motorway, which will last until 2039 . In August 2004, the first concession contract for the financing, construction and operation of the section between Gdańsk and Nowe Marzy (89.5 km) was awarded. Construction began on July 29, 2005 and was completed on October 17, 2008. In the meantime there was a struggle to build the second section from Nowe Marzy to Toruń (62.4 km). In mid-2006 and in January 2007, the GDDKiA decided to finance the section from state funds and to cancel the concession with GTC. Since the GTC was able to win the dispute before the Voivodship Administrative Court in Warsaw, talks were started in February 2008 and then the second concession agreement was signed in August. Construction began on August 25, 2008 and was completed on October 14, 2011. Since February 2012, the entire section operated by the GTC has been subject to tolls.

Autostrada Wielkopolska

In 1997, the first concession agreement was signed with the Autostrada Wielkopolska SA (AW SA) limited company for the financing, construction and operation of the section of the A2 motorway between Świecko and Stryków (360 km). In 1999 the government again deleted the section from the Konin -Zachód / Modła node to the Stryków node from the concession agreement and commissioned the GDDKiA to build it. AW SA should now operate the section between Świecko and the Konin-Zachód junction (253 km) until 2037. The first stage was the modernization of the existing motorway and the completion of the Nowy Tomyśl - Konin-Zachód section (148 km). The work was completed in October 2004. From 2006 the construction of the second stage Świecko - Nowy Tomyśl (104.5 km) was planned. There were repeated delays due to high construction costs and small changes in planning documents proposed by AW SA. On August 29, 2008, a contract for the construction and operation of the second phase was finally signed, stipulating that it should be completed in the first half of 2012. The traffic handover took place on December 1, 2011, the toll obligation followed on May 20, 2012.

Stalexport Autostrada Małopolska

On September 19, 1997, the concession contract was signed with the joint stock company Stalexport Autostrady SA for the section of the A4 motorway from Katowice to Kraków (60.9 km). It was agreed that the motorway would be modernized during the concession and adapted to the standards of a motorway. The concession will end in 2027 and the modernized motorway will be nationalized again. The toll began on April 3, 2000. The contract limits the possibility of extending roads parallel to the motorway section to form the motorway section. Any modernization or expansion of a parallel street can be seen as competition and result in compensation for the operator. In addition, the state has no influence on the amount of the toll and cannot decide on toll increases. On July 28, 2004, the Polish Ministry of Transport transferred the concession to the subsidiary Stalexport Autostrada Małopolska SA

The toll began on April 3, 2000. The first modernization of the section took place from 2003 to 2009. The entire road surface and 31 bridges were renewed, and 10 kilometers of new noise barriers were built. The next modernization phase took place from 2010 to 2012. Mainly the remaining 22 bridges were renewed. In further stages, the construction of further rest stops, the construction of new green bridges , the conversion of the nodes Mysłowice, Rudno and Jaworzno -Byczyna as well as the complete replacement of the road surface are planned.

A distinction must be made between the operators of the motorway section for all motor vehicles less than or equal to 3.5 tons and trailer combinations with a gross vehicle weight less than or equal to 3.5 tons.

In the case of the following sections operated by GDDKiA , the toll for motorcycles (category 1) is 0.05 zloty / km, for passenger cars (cars) up to 3.5 tons (category 2) 0.10 zloty / km . In addition to the toll stations, the toll can also be paid via the viaTOLL system using the toll device known as viaAUTO .

The toll tariffs are based on the vehicle category and the kilometers driven (in the case of closed systems ) or a fee set in advance (in the case of an open system ).

Toll systems and toll-free routes

Closed system

Most routes are operated in a "closed system", i. H. the amount of the toll is determined by the distance traveled and the road used and the vehicle class.

Open system

A few routes are operated in the "open system". In this case , only a lump sum is charged for a route section with several motorway junctions , regardless of the distance covered.

Toll-free routes

In the future, the Polish motorways A1 , A2 and A4 will be subject to tolls on almost all sections.

The A6 , A8 and A18 motorways and all expressways are toll-free. Some sections of the motorway in the large cities (including Wroclaw , Poznan , Łódź , Warsaw , Rzeszów ) are toll-free bypasses .

Payment of the toll

In the “ closed system ”, a toll card is drawn from a machine at the entrance station. You hand this in at the exit station and pay the calculated toll. If the entry card is lost when driving in the "closed system", the journey from the furthest entrance will be charged. For the sections operated by the GDDKiA , the toll can be paid using the toll device known as viaAUTO . On designated lanes, both at the entry and exit stations, you can travel with max. Drive 40 km / h to the barrier. The system recognizes the toll device in the vehicle and opens the barrier automatically.

In the “ open system ”, payments are made both at the toll booth at the entrance and at the toll booth when exiting a section of the route.

Toll for vehicles from 3.5 t (truck toll)

For all vehicles over 3.5 tons, a distinction must be made between the operators of the motorway section. The 3.5 t limit also applies to the total towing weight of a vehicle-trailer combination, even if the vehicle itself has a gross vehicle weight of well below 3.5 t.

GDDKiA / viaTOLL

An electronic route toll system known as viaTOLL has been set up on roads operated by the GDDKiA, which has replaced the vignette toll from July 1, 2011. The new system was initially installed on approximately 1,565 km of motorways , expressways and state roads . In the first stage on July 1, 2012, the system was expanded by 325.5 km of roads , in the second stage on January 12, 2013 by 139.2 km, and in the third stage on March 30, 2013 by a further 162.3 km . On October 31 and December 1, 2013, the network was expanded by around 340 km and 120 km, respectively. On September 1 and October 1, 2014, roads with a total length of 264 km were added. The system is currently installed on a total of 2856 kilometers of road. According to current plans, the network of toll roads is to be expanded to 7,000 km in 2018. From July 2011 until the end of February 2013 were 1.475 billion zloty (equivalent to 369 million euros ) to be taken. It applies to all motor vehicles that exceed a gross vehicle weight of 3.5 tons, including B. Cars with trailers and trucks .

Payment of the toll

The toll rates are based on vehicle category and euro emissions class and are a one-kilometer 0.20 to 0.53  zloty . For the calculation of the toll, a device called viaBOX is required, which automatically sends the information stored about the vehicle when passing under each toll bridge and thus enables the electronic calculation of the toll due. The viaBOX is handed over after registration, signing a contract and paying a deposit of 120 złoty (approx. 30  euros ). To avoid unintentional payment, free aluminum 'safes' can be picked up at the sales points, in which the viaBOX is then to be stored. Toll violations are punished with 3000 zloty.

Planned new toll system

In April 2014, the Ministry of Infrastructure and Development announced the departure from the current manual toll system for vehicles ≤ 3.5 tons. This has to do with various problems with the current toll system. With the increased volume of traffic, especially during the vacation time, long traffic jams formed in front of the toll booths, which were up to 10 km. Contracts that had already been concluded for the expansion of the toll booths on the A4 between Wroclaw and Gliwice were terminated by the GDDKiA, as the costs of the expansion of 79.6 million zlotys were too high and would not guarantee an improvement in the situation after the expansion . The establishment of special lanes at the tollbooths of the A2 and A4 motorways only for vehicles equipped with the viaAUTO device could not resolve the traffic jams, as only around 10,000 vehicles were equipped with this device. On the contrary, the elimination of these lanes for manual toll payment led to an increase in traffic jams in front of the toll stations. After the introduction on July 15, this was partially reversed on August 1, 2014 and some additional measures were introduced. Since the situation on the A1 motorway from Gdańsk to Toruń did not improve, the Ministry of Transport announced at the beginning of August that the toll on this section would be withdrawn during the remaining weekends in the summer holidays and the route from Friday from 4 p.m. to Sunday at midnight can be driven through toll-free.

The ministry, led by Maria Wasiak, is currently working on the details of the new system to be introduced in 2016-2017. In mid-September 2014, then Minister of Transport Elżbieta Bieńkowska spoke out in favor of an electronic route toll system with an on-board unit (OBU) . Three possible concepts were analyzed, an electronic toll system with OBUs, an electronic toll system based on video cameras for number plate recognition and a vignette system . According to the plans, the system is to be introduced on a test basis on the A1 motorway from Gdansk to Toruń during the 2015 summer holidays. It is scheduled to start fully in 2016. At the beginning, the free use of OBUs for 5 million vehicles is planned. In addition, it should also be possible to rent the devices. The OBUs should come from one or more manufacturers who are to be selected in a tender. The cost of one kilometer driven is planned at 0.10 zlotys. The exact costs of introducing the new toll system will be announced after all analyzes have been completed. The possible expansion of the viaTOLL system operated by Kapsch to vehicles ≤ 3.5 tonnes should cost around 700–750 million zloty, according to the company.
