  • The Expressway S8 ( Pol. For, expressway S8 '), also Trasa Bohaterów Bitwy Warszawskiej r the 1920s. (Polish for "The Route of the Heroes of the Battle of Warsaw 1920 "), is a partly completed or under construction expressway in Poland . It leads from Wroclaw via Łódź and Warsaw to Białystok . The S8 is part of the European route 67 , the so-called "Via Baltica". Its total length will be 565 kilometers.

    Planning history

    The network plans of Poland from 1945 and 1946 contained a connection Prague - Wroclaw - Łódź - Warsaw - Białystok - Vilnius , with a joint route with the connection Poznan - Warsaw planned between Łódź and Warsaw . In 1963 the Prague - Wroclaw route was also planned. However, there were two route variants between Wroclaw and Łódź: a V solution with the Wroclaw - Łódź and Poznan - Łódź routes and a Y solution with the Poznan - Kalisz , Łódź - Kalisz and Kalisz - Wroclaw routes (shared route). The route should then be led from Łódź via Warsaw, Białystok in the direction of Hrodna . In 1971 the route from Prague via Wroclaw to the north of Łódź was planned, where it should meet the Poznan - Wroclaw route. A branch line was to branch off from Kalisz to Łódź. An expressway was also planned from Piotrków Trybunalski to Warsaw along today's national road 8 . Two expressways were then to be built from Warsaw: one to Białystok along today's national road 8, the other to Augustów along today's national road 61 . Cross-border routes were no longer planned. In 1976 the connection between Prague and Wroclaw was planned directly to Łódź. The network plan also contained only the Piotrków Trybunalski - Warsaw - Białystok - Augustów route. In 1985 the entire route was also included, but it was planned to continue via Suwałki to Kaunas . In 1993, the Prague - Wroclaw - Łódź line was planned as the A8 motorway . The section Piotrków Trybunalski - Warsaw was deleted. The plan now contained two routes from Warsaw, namely along the national road 8 via Białystok to Vilnius and branching from this line along the provincial road 677 and the national road 61 a connection via Suwałki to Riga . In 1996 the only thing that changed was that the route Piotrków Trybunalski - Warsaw was now included again. In 2001, the status of the Wroclaw - Łódź line was changed from a motorway to an expressway . The Prague - Wroclaw connection was omitted, as was the Piotrków Trybunalski - Warsaw route and the branch line along the 677 provincial road and the 61 national road to Augustów. The S8 should now be led to Riga via Białystok, Augustów. In 2003 the bypass of Wroclaw was again planned as the A8. The remainder of the S8 route was given its current route. In 2004 nothing changed about this. In October 2009 planning for the S61 expressway was resumed. With the decision to build the S61 after all, the S8 will only be built as far as Białystok. There it should meet the S19 expressway . Planning for the S8 from Wroclaw to Glatz began in September 2018 .

    particularities

    Between the motorway junctions Lodz -Południe and Piotrków -Zachód S8 runs on a common section with the A1 highway . Between the Warsaw-Opacz and Konotopa nodes , the S8 runs together with the S2 and S7 expressways on the same route. From the Konotopa junction to the Warsaw-Trasa NS junction, the S7 and S8 continue to run on the same route.

    Planning conflicts and protests

    Routing in the Łódź Voivodeship

    For the section of the S8 between Kępno and the A1 , a total of three route variants have been developed.

    The first, also known as the Łódź variant or northern variant, was to lead from Kępno via Sieradz , Zduńska Wola , Łask , Pabianice to the A1 and at the same time form the southern part of the motorway ring around Łódź. Between Wieluń and Róża, the route ran parallel to what was then DK14 .

    The second, also known as the southern variant, was to run from Kępno via Wieluń , Bełchatów to Piotrków Trybunalski , parallel to the previous DK8.

    A third variant was planned from Kępno via Złoczew directly to Łask and then further on the north variant to the A1, i.e. without connecting the cities of Sieradz and Zdunska Wola.

    In June 2007, the planning company GDDKiA decided on the southern variant. The reason given was that only the southern route could be financed with EU funding, that the north route ran through the Natura 2000 protected area Grabia Valley, that the proximity to the toll A2 would lead to alternative traffic on the north variant, that charging on the joint route of the S8 with the A1 between Łódź and Piotrków Trybunalski is also problematic and the route directly to Piotrków Trybunalski is cheaper due to the S12 and S74 routes that are integrated there .

    This led to major protests by the population in the cities of Sieradz, Zdunska Wola and Łask, who had promised that their region would be connected to the Polish expressway network. In some cases, road blockades were even carried out in order to emphasize the demand for a northern variant. Proponents of the northern route stated that the most important regional cities were located on it, that ten times the population of the areas opened up with the southern route lived here and that an important NATO airport would be connected in Łask. As a result, the GDDKiA changed its plans: In May and June 2009, hearings were held on the plans for the S8 for the north variant. Ultimately, the decision was made to implement the north variant, which was completed in 2014 after five years of planning and construction.

    Bypassing Augustów and crossing the Rospuda Valley

    As part of the planning of the S8 Warsaw – Riga, work has been carried out on a bypass for Augustów in north-eastern Poland since 1992 . Several variants were examined and finally a route was approved for construction that intersects the Rospuda Valley Natura 2000 protected area . There was widespread resistance to the building. In February 2007, the European Union Commission intervened and ordered an immediate construction stop. In the chosen route, a considerable risk for the habitats of protected plant and animal species, in particular a considerable disturbance for many bird species, was seen, which violates European law. The water ecosystem and water quality were also seen as endangered by the project. It was submitted that the ecological compensation measures envisaged in the project did not comply with EU law. On September 16, 2008, the Supreme Administrative Court in Poland stopped the construction of the Via Baltica through the Rospuda Valley. A change in the planning was therefore necessary. The GDDKiA branch responsible for planning had submitted a new report on the environmental impact assessment for the so-called Raczki variant on July 8, 2009, which envisaged the construction of the S8 along the provincial  roads 664 and  665 via Raczki . With the resumption of planning for the S61 expressway in October 2009, the Augustów bypass became part of the S61 and the S8 expressway was shortened to Białystok .
