  • The Droga ekspresowa S19 ( pol. For 'expressway S19') is a mainly planned expressway in Poland and represents along the Polish eastern border as a north-south connection between Belarus and Slovakia . It is to Hrodna , Białystok , Lublin , Rzeszów and Košice connect with each other. In the southern course from the node Rzeszów Południe to the limit of Slovakia it is a part of the European route 371 to be.

    Planning history

    In Poland's network plan from 1939, the Białystok – Hrodna line was envisaged as part of the Warszawa - Vilnius - Daugavpils line. The connection Białystok - Lublin - Košice was completely absent. The plans from 1945 and 1946 also included the section from Białystok towards Vilnius and a route that was to be led from Warszawa via Radom to Košice . However, there was still no direct connection from Białystok via Lublin to Košice. This project remained in the 1963 plan, although the Warsaw - Radom line was now only intended to continue as far as Rzeszów. In 1971, the Białystok line in the direction of Vilnius or Moscow was finally omitted, so that this network plan did not contain a single section of today's S19 route. Only the connection Warszawa - Radom - Rzeszów was retained. For the first time in 1976, a route appeared in the plans that is very similar to the S19 connection planned today between Białystok, Lublin, Rzeszów and the national border and should be continued to Budapest . In contrast, the section from Białystok towards Vilnius was missing. Since 1985, the route has been unchanged in its current form in the network plans (1993, 1996, 2001, 2003, 2004). In 2009, the route on the section from the Polish-Belarusian border to Białystok was clearly specified with the addition of Sokółka - Korycin - Knyszyn - Dobrzyniewo Duże and a guided tour along national road 19 through the Puszczy Knyszyńskiej Landscape Park and thus through the Natura 2000 area was excluded. The S19 should bypass the area from the north and west. This change has been retained in the network plans until today (2015, 2016, 2019).

    Międzyrzec Podlaski bypass

    The Międzyrzec Podlaski Bypass is a 6.6-kilometer section of the National Road 19 , which runs west of the town of Międzyrzec Podlaski. The section connects the northwestern node Międzyrzec Podlaski Północ, where the road crosses State Road 2 , with the southwestern node Międzyrzec Podlaski Południe, which connects to the voivodship roads  806 and  813 . At both nodes, the bypass road already has two lanes, with only one lane in between.

    Between 2005 and 2008, the first stage of the bypass road, which included the eastern carriageway and the two nodes, was built. Construction began on September 6, 2005 when the contract was signed with the Greek construction company J&P Avax . The completion and handover took place on April 18, 2008. The construction costs amounted to 100 million zlotys.

    The construction of the western carriageway is planned in a second stage. From 2017 to 2019, the feasibility study (Polish: Studium Techniczno-Ekonomiczno-Środowiskowe , STEŚ for short , German about technical-economic-ecological study ) including the environmental impact report was prepared and then examined by the Regional Directorate for Environmental Protection in Lublin . At the end of February 2020, the environmental authority issued the environmental impact decision (Polish: Decyzja o środowiskowych uwarunkowaniach , or DŚU for short ).

    Bypassing Kock

    The Kock bypass includes a 7.9 kilometer stretch of road that is the first to be signposted as part of the S19. The section is currently equipped with only one carriageway and two lanes, but has two uneven nodes that connect to the state road 48 and the voivodship road 808 .

    The construction contract for the construction of the 7.9 kilometer long eastern carriageway with the construction company Strabag was signed on August 4, 2009. A construction period of 32 months was agreed. The completion date was set for April 4, 2012. However, the construction work was accelerated so that the entire roadway could be opened to traffic on December 21, 2011. The last work outside the carriageway was continued until the deadline set in the construction contract. The construction costs amounted to 223 million zlotys , of which 176 million zlotys were borne by the European Union .

    In the future, an extension of the bypass road to include the western carriageway is planned. From 2018 to 2019, the feasibility study including the environmental impact report was prepared by the GDDKiA and has been examined by the Regional Directorate for Environmental Protection in Lublin since May 2019 .

    Lublin Rudnik - Lublin Sławinek

    This section represents a common section of the expressways S12, S17 and S19 and a part of the bypass of the city of Lublin . The S19 runs on 8.6 kilometers of the 9.6 kilometers long section on the common route. Another kilometer of the S19 was completed at the Lublin Rudnik junction, where the S19 branches off from the S12 / S17 in a northerly direction.

    Specific plans were started as early as the late 1990s. On December 16, 2009, the course of the bypass was finally determined in accordance with the environmental impact decision issued by the Regional Directorate for Environmental Protection in Lublin. In 2009, the tender for the construction of this section began, which ended with the signing of the contract by GDDKiA with the Spanish construction company Dragados on December 6, 2011. The construction costs were set at 475 million zlotys. Completion took place after a delay of several months until the end of October 2014, after the other sections of the Lublin bypass had already been completed. The handover of traffic on October 31 closed a gap in the expressway network in Poland.

    Lublin Sławinek

    The Lublin Sławinek junction is located in the west of Lublin and connects the expressways S12 / S17 with the S19 and the provincial road 874 . The expressways S12 / S17 are connected to the junction from the west and are led northwards via a semi-direct connection ramp. The S19 is also routed northwards from the south via the main bridge structures, so that in the north the expressways S12, S17 and S19 are routed as a bypass of Lublin on a common route to the Lublin Rudnik junction. From the west, the expressways S12 / S17 merge under the main bridge structures into Voivodship Road 874, which from the east connects the city of Lublin to the junction in a manner similar to a motorway .

    The junction was built as part of the joint section of the S12 and S17 from the Jastków junction to the Lublin Sławinek junction. A total of 2.7 kilometers along the junction is signposted as part of the S19. On December 16, 2009, the location of the node was finally determined by the environmental impact decision of the Regional Directorate for Environmental Protection in Lublin. The construction contracts were signed with the construction company Budimex on June 9, 2011 , and the completion and handover took place on September 25, 2014.

    Lublin Sławinek - Lublin Węglin

    This 9.8 kilometer section leads from the Lublin Sławinek junction to the Lublin Węglin junction and represents the western bypass of Lublin.

    Planning history

    As early as the late 1990s, specific plans were made and up to six possible route variants were presented. In 2005, the Voivode of the Lublin Voivodeship determined the variant preferred by the GDDKiA. The Ministry of Infrastructure subsequently rejected a complaint from the Konopnica municipality . The administrative court of the Masovian Voivodeship dismissed a complaint in 2006 in the first instance, and the Supreme Administrative Court in 2007 also dismissed an appeal in the second instance. In accordance with the new legislation, the GDDKiA prepared a new environmental impact report and submitted an application for the environmental impact assessment (EIA) to the regional directorate for environmental protection, which decided on the controversial route variant in a resolution on March 20, 2009. In November 2009, the General Directorate for Environmental Protection rejected the complaints and upheld the decision. Following a lawsuit, the Warsaw Administrative Court overturned the General Management's confirmation in July 2011. After the GDDKiA appealed, the Supreme Administrative Court overturned the judgment of the previous instance and dismissed the complaint for re-examination. In August 2012, the Administrative Court in Warsaw finally dismissed the lawsuit, as the EIA was carried out under current law. At the same time, the planning process was advanced and the building permit applied for from the Lublin Voivodeship, which took place on May 12, 2014.

    Building history

    The tender to build the western bypass started at the end of 2013 and ended with the signing of the contract between GDDKiA and Budimex on October 29, 2014. A 19-month construction period and construction costs of 424 million zlotys were agreed. The handover took place on December 9, 2016.

    Sokołów Małopolski Północ - Rzeszów Wschód

    This 17.9 km long section runs between the nodes Sokołów Małopolski Północ and Rzeszów Wschód, connects the Rzeszów-Jasionka airport via the node of the same name with the A4 motorway and represents the eastern bypass of the city of Sokołów Małopolski. The construction of this section was in total divided into three stages, with the final stage still pending.

    • The first stage consists of the eastern carriageway of the section from the Sokołów Małopolski Północ junction to the village of Stobierna (12.5 km).
      The resolution to determine the route was received back in 2005. Only one carriageway was planned for the entire route between Rzeszów and Lublin. The environmental impact report was drawn up in mid-2008 and the corresponding new decision was received from the regional directorate for environmental protection in November 2008. The tender to end the planning process and construction lasted from 2013 to 2014 and ended with the signing of the contract between GDDKiA and the Spanish construction company Aldesa on June 5, 2014. The building permit was issued on July 10, 2015. The completion and handover took place on September 1st, 2017. The construction costs amounted to 290 million zloty (approx. 73 million euros).
    • The second stage consists of the western carriageway of the section from Stobierna to the Rzeszów Jasionka junction (2.4 km) and the two lanes of the section between the Rzeszów Jasionka and Rzeszów Wschód junction (3.0 km)
      The resolution to determine the route was received back in 2005. The environmental impact report was drawn up in mid-2008 and the corresponding new decision was received from the regional directorate for environmental protection in November 2008. The building permit was granted on March 1, 2010. The building contract between GDDKiA and the Polish-Portuguese consortium under the leadership of MSF Engenharia and its partners MSF Polska, Mosty-Łódź and MOLTER was signed on February 8, 2010. The completion and handover took place on September 10, 2012. The construction costs amounted to 214 million zloty (approx. 54 million euros).
    • The third stage consists of the western lane from the Sokołów Małopolski Północ junction to Stobierna (12.5 km) and the eastern lane from Stobierna to the Rzeszów Jasionka junction (2.4 km).
      In 2013 the construction of the second carriageway would not take place until the beginning of 2030. Shortly after the handover of the 1st stage and the first fatal accidents on the two stages, it was decided to build the second carriageway to improve road safety. The contract for the preparation of the feasibility study and the environmental impact report was signed on May 15, 2019. The completion of the documents is planned for the end of 2020.

    Rzeszów Wschód - Rzeszów Zachód

    In the course of the planning and construction of the A4 motorway, two sections were completed, which were then also signposted as parts of the S19. The S19 runs a total of 11.0 kilometers on the same route as the A4 motorway. As part of the Rzeszów Wschód node ("Rzeszów-East node"), a 1000-meter-long S19 section and a 720-meter-long S19 section at the Rzeszów Zachód node ("Rzeszów-West node") were also built.

    Rzeszów Zachód - Rzeszów Świlcza

    The approximately four-kilometer section runs from the Rzeszów Zachód junction to the Rzeszów Świlcza junction and connects the A4 motorway with the national road 94 . It forms part of the western bypass of the city of Rzeszów.

    Planning history

    As early as 1998, the then resolution to determine the route was received together with the adjacent section of the A4. The environmental impact report was drawn up in mid-2008 and the corresponding new decision was received from the regional directorate for environmental protection in November 2008. The building permit was granted on April 7, 2010.

    First construction contract

    The first tender included the construction of this 4.4 kilometer long section as well as the 4 kilometer long section of the A4 from the Rzeszów Północ junction to the Rzeszów Zachód junction. It began in May 2009 and ended with the signing of the contract with the consortium consisting of the Polish companies Radko Sp. Z oo, Autostrada Wschodnia Sp. Z oo and the Indian company Punj Lloyd Ltd. on April 22, 2010. The construction costs were offered at 442 million zlotys, of which 207 million zlotys were accounted for on the S19 section and 234 million zlotys on the A4 section. The construction time should be 18 months. The official start of construction took place in May, completion was planned for November 2011. However, this deadline could not be met, the construction work was finally extended to February 16, 2012.

    Termination of contract

    On June 8, 2012, the GDDKiA terminated the contract. The reason for this was that there had been long delays. By the end of May 2012, only 49% of all construction work had been completed, although construction work had been in progress for 23 months. The compensation to be paid by the consortium for both sections has been set at PLN 22 million.

    Second construction contract

    The second tender was started at the end of August 2012 and only included the section of the S19. The cheapest offer came from the construction company Mostostal Warszawa with construction costs of almost 130 million zlotys. At the beginning of January 2013, the second cheapest offer from the construction company Eurovia Polska with construction costs of almost 143 million złoty was selected as the best offer. The contract with GDDKiA was signed on January 31, 2013. A construction period of 10 months was agreed. The section was completed by the end of November 2013, and traffic was handed over on December 13, 2013.

    Rzeszów Świlcza - Rzeszów Południe

    This 6.3-kilometer section leads from the Rzeszów Świlcza junction to the Rzeszów Południe junction ("Rzeszów-South junction") and forms part of the western bypass of the city of Rzeszów.

    Kuźnica - Sokółka Północ

    This section leads from the border crossing to Belarus near Kuźnica to the Sokółka Północ junction and represents the northern bypass of Kuźnica. The planning was carried out after a decision by the Polish government of October 20, 2009, which determined the route of the S19 via Korycin and Knyszyn and so on the landscape park Puszczy Knyszyńska from the north and west bypasses begun. Between March 2016 and June 2019, the GDDKiA examined several route variants from Kuźnica to Sokółka in the feasibility study including the environmental impact report , selected the longest variant with a length of 17.1 km and submitted all EIA documents to the Regional Directorate for Environmental Protection in Białystok a.     Sokółka Północ - Białystok Zachód

    This section runs from the Sokółka Północ junction via the Dobrzyniewo Duże junction to the Białystok Zachód junction, where the S19 meets the S8 expressway .

    Planning history

    In 2009, the expressway network in which it was Podlaskie following a decision by the PO / PSL - Government reorganized. After the disputes over the Augustów bypass, the S19 was supposed to bypass the Puszczy Knyszyńska Landscape Park and the Knyszyńska Forest Natura 2000 area from the north and west and not run along national road 19 . The section was then divided into two sections: the first section from Białystok Zachód via Dobrzyniewo Duże and Knyszyn to Korycin and the second section from Korycin to Sokółka . Several corridors were initially examined for both sections. Then the feasibility study including the environmental impact report for the first section was prepared until 2013 and four possible route variants to the south of Korycin were proposed. The GDDKiA selected variant D (35.1 km) and received the environmental impact decision from the Regional Directorate for Environmental Protection on December 21, 2015. For the second section, four route variants were identified in the feasibility study, which began in March 2016, at the end of 2016 and the beginning The following were presented to the public in 2017:

    • The shortest, 34.3 km long variant 3 bypassed Korycin from the south and led in a north-easterly direction to the east of Janów , where it met the provincial road 671 . Along this it passed the Puszczy Knyszyńska landscape protection park on the northern border, but crossed the Natura 2000 area, which extends even further to Suchowola , and then headed south again to Sokółka.
    • The 39.1 km long variant 2 bypassed Korycin from the west until it crossed the previous national road 8 north of Korycin and continued along the provincial road 671 to Janów. It then bypassed Janów from the north and crossed the Natura 2000 area at the narrowest point. The variant continued in a southerly direction to Sokółka.
    • The 38.7 km long variant 4 was a combination of variants 2 and 4. It had the same course as variant 2 to the west of Janów, bypassed Janów from the south and ran east of Janów like variant 3.
    • Variant 1, the longest at 58.9 km, led from Korycin in a northerly direction along national road 8 to Suchowola , where it completely circled the Natura 2000 area in a north-easterly direction and then led south to Sokółka.

    All four variants took up agricultural land. As a result, the route via Knyszyn and Korycin was criticized not only by the local population along national road 19 in Sokółka , Czarna Białostocka and Wasilków, but also by the farmers concerned. At the end of 2016, local politicians from both the PiS opposition and the PO / PSL government coalition in the Sejmik of the Podlaskie Voivodeship were considering changing the course of events. This was also considered by the Ministry of Infrastructure after the PiS took over the government . After an analysis of the traffic forecast, which showed that only part of the increasing transit traffic would switch to the new route and in particular that local traffic would remain on state road 19 through the landscape protection park, the feasibility study by the GDDKiA was carried out on a new variant 5 along the existing state road extended. The new variant 5 was presented to the public for the first time at the end of March 2018: The variant leads from the Sokółka Północ junction to the west around Sokółka until it meets the state road 19 in the south of Sokółka. Furthermore, especially in the Natura 2000 area, it leads directly to the main road to the existing Wasilków junction. Between the Wasilków and Białystok Północ junctions, the roadway already built as the northern bypass of Wasilków will be integrated as part of the future S19. From the Białystok Północ junction, the variant leads to the Dobrzyniewo Duże junction, where it meets the previously planned route variant Białystok Zachód – Knyszyn. Thus, no change is planned between the Dobrzyniewo Duże and Białystok Zachód nodes. With a length of 50.9 kilometers, variant 5 is almost 20 kilometers shorter than the shortest variant combination D / 3 with 69.4 kilometers. Numerous environmental protection measures such as green bridges are planned, especially in the protected area . The GDDKiA submitted the feasibility study including the environmental impact report to the Regional Directorate for Environmental Protection for examination on March 6, 2020 , after the Ministry of Infrastructure officially approved the change in the course of the S19 at the beginning of February 2020.

    Building history

    The tender for the planning and construction of the 5.4 km long section from the Dobrzyniewo Duże node to the Białystok Zachód node began on February 28, 2020, whereby the tender only envisages the construction of the latter node in the shape of a clover leaf. In addition, a conversion and expansion of the S8 to 2.1 kilometers is planned. This section has a valid environmental impact decision of December 21, 2015 and is not affected by the change in the course of the S19.

    Białystok Zachód - Ploski

    This section connects the Białystok Zachód node with Zabłudów and ends at Ploski. For the most part it leads around Białystok from the west and south and thus represents the western bypass of Białystok.
