    The Expressway S1 ( Pol. For, expressway S1 ') is a finished or partly under construction expressway in Poland and connects since August 4, 2016 the motorway junction Pyrzowice , where the A1 motorway and the expressway S11 marked, with the Polish-Slovak border near Zwardoń and the Slovak D3 motorway . The S1 is part of the European routes  75 and  462 .

    Much of the 130 km long expressway is known as the eastern bypass of the Upper Silesian industrial area. It is part of the Pan-European Transport Corridor VI, Gdansk / Tallinn - Warsaw - Bratislava .

    Planning history

    The first planning for an eastern bypass of the Upper Silesian industrial area dates back to 1976. This planning was continued in the plans from 1985, 1993 and 1996. In 2001, the route is referred to as S1 for the first time, this was then retained. Since the section between Bielsko-Biała and the border with the Czech Republic at Cieszyn -Boguszowice ran contrary to the numbering in an east-west direction, considerations existed to change this by adapting the expressway network. These considerations resulted in the government's resolution of May 19, 2016, through which the section was incorporated into the newly established S52 expressway . The route of the S69 expressway from Bielsko-Biała to the Slovak border has now been integrated into the course of the S1 . On August 4, 2016, this decision was implemented by changing the signage by the GDDKiA.

    Pyrzowice - Pyrzowice Lotnisko

    This approximately 1.9 kilometer section connects the Pyrzowice junction with the Pyrzowice Lotnisko junction , which was newly built as part of the construction of this section. Before that, the expressway began or ended directly at Katowice Airport . The section is designed with two lanes, each with two lanes, whereby most of the southern lane is blocked off, as the adjacent section towards Mysłowice is currently expanded with one lane (status: 2019).

    The route was determined with the decision on environmental compatibility at the beginning of 2009. The building permit was granted in November 2009 and construction began in November 2010. The construction work was carried out by a consortium consisting of the companies Strabag as leader and Heilit Woerner as partner. The construction costs amounted to 73 million zlotys (equivalent to around 18 million euros ). The opening took place together with the Pyrzowice - Piekary Śląskie section of the A1 and the Pyrzowice junction on June 1, 2012.

    Pyrzowice Lotnisko - Podwarpie

    This 11.5 km long section runs between the Pyrzowice Lotnisko and Podwarpie junctions and connects the airport via the Podwarpie junction with the national roads  1 and  86 in the direction of Częstochowa / Sosnowiec and the rest of the road network of the Silesian Voivodeship. The construction of this section was divided into a total of three stages, with the final stage still pending.

    • The first stage was realized between 2002 and 2004 and comprised the construction of the Podwarpie junction and a short section of the S1 with two lanes and two lanes in each direction in the area of ​​the junction. The construction costs amounted to 21.5 million euros, of which 15.2 million came from EU subsidies.
    • The second stage comprised the construction of a 9.7 km long carriageway from the Podwarpie junction to the airport or to the current Pyrzowice Lotnisko junction. For this purpose, the entire public infrastructure and telecommunications had to be rebuilt and lines had to be laid extensively. Construction was approved in August 2004 and construction began in October 2005. The construction work was carried out by Strabag and officially ended in January 2007. The section was officially opened to traffic on November 20, 2006. The construction costs amounted to 140 million zlotys.
    • The third stage comprises the construction of the second carriageway south of the existing one on the 9.7 km long section between the Podwarpie and Pyrzowice-Lotnisko junctions. In addition, the Mierzęcice node is to be rebuilt. The tender began in October 2015 and had to be canceled and repeated after the withdrawal of all interested construction companies at the end of 2017. The second tender began in February 2018 and ended in November of the same year with the signing of the contract between GDDKiA and the Spanish construction company Rubau. The construction work is scheduled to last 20 months until April 2021. The construction costs amount to 122 million zlotys.

    Podwarpie - Tychy (eastern bypass of the Upper Silesian industrial area)

    This 41.3 km long section leads from the Podwarpie junction via Dąbrowa Górnicza , Sosnowiec , Jaworzno , Mysłowice , Imielin and Lędziny to Tychy and was built between 1973 and 1983 as a so-called "Eastern bypass of the Upper Silesian industrial area " (Polish: Wschodnia obwodnica GOP ) . The traffic handover took place in two sections: The section between the Podwarpie and Dąbrowa Górnicza Sulno nodes in 1977 and the further section to Tychy in September 1983. For the most part, the route is signposted as the S1 expressway. It can be divided into different parts:

    • Podwarpie junction - Dąbrowa Górnicza Pogoria junction (7 km)
      The section has two lanes and two lanes and hard lanes in each direction, but the intersection points are not free of heights. This means that the section is not signposted as part of the S1, but as part of Landesstraße 1 . In 2010, plans were made to completely modernize and expand the section so that the gap in the expressway can be closed. The roadways are to be completely renewed and reinforced for heavy goods traffic. In addition, all crossing points that are not free of height are to be removed, a new node called Ząbkowice is to be built and the existing Pogoria node to be rebuilt. Two pedestrian crossings as well as parallel streets should serve to cross and reach all adjacent properties. The section is also to be equipped with noise barriers and green bridges. In mid-2012, the environmental impact resolution was passed, which became legally binding in August 2014 after all lawsuits had been dismissed. At the end of November 2018, the building permit was applied for, which was granted at the end of April 2020. In the meantime, the call for tenders began in mid-December 2019.
    • Dąbrowa Górnicza Pogoria junction - Myslowice Kosztowy junction (24.3 km)
      The section has two lanes and two lanes each including hard shoulder in each direction, the intersection points are free of heights. This means that the section is signposted as part of the expressway. From November 2015 to November 2017, a 330 m long bridge structure in Sosnowiec was modernized by Mosty-Łódź SA for around 22 million złoty.
    • Mysłowice junction Kosztowy - Tychy Wartogłowiec junction (10 km)

    Bielsko-Biała northeast bypass

    The 11.9 km long north-east bypass of Bielsko-Biała , which was implemented along the S1 and S52 expressways, was created by a consortium consisting of the construction companies Hermann Kirchner Sp. Z oo, Hermann Kirchner Bauunternehmung GmbH, Mosty-Łódź SA and Intercor Sp. Z oo with construction costs in the amount of 1.253 billion zlotys (around 298 million euros at the exchange rate at the time). The contract was signed on October 22, 2008, the handover to traffic on October 28, 2011. The bypass has been expanded with two lanes, each with two lanes and a hard shoulder. As part of the overall project, two sections were created in the course of the S1. In addition, two sections of the S52 up to the completion of the Bielsko-Biała Krzemionki junction as a junction of the S52 from the S1, including the gap between Mysłowice and Bielsko-Biała, are signposted as S1. Instead of the node, the traffic is provisionally routed via a connection ramp of the future node, where a maximum speed of 60 km / h is set.

    • The first, about 1.8 km long section runs from the Bielsko-Biała Krzemionki junction (still planned) to the newly built Bielsko-Biała Lipnik junction , where Krakowska Street (former state road 52 ) crosses . The new construction of this section cost 211 million zlotys.

    Mysłowice Kosztowy - Bielsko-Biała Krzemionki

    This planned approx. 40 km long section will in future connect Mysłowice with Bielsko-Biała and close a gap in the expressway network. In addition to the expressway, the Oświęcim and Bieruń bypasses are also to be rebuilt. The expressway is to be developed with a cross-section of two lanes, each with two lanes and hard shoulder. In addition, the construction of 8 new nodes is planned: Mysłowice Kosztowy, Lędziny , Bieruń, Oświęcim, Wola , Brzeszcze , Stara Wieś and Bielsko-Biała Krzemionki.     Planning history

    As early as 2006, concrete plans were made with the investigation of possible route variants in a feasibility study (Polish: Studium Techniczno-Ekonomiczno-Środowiskowe , STEŚ for short , German about technical-economic-ecological study ). In May 2008 five different route variants were presented. Variants I and II were in the corridor already reserved for the road, but collided with the new Natura 2000 area of Stawy w Brzeszczach . Variants III, IV and V tried to bypass the Natura 2000 area from the east or west. Variants III and V were rejected by the affected municipalities, however, and all municipalities agreed on variant IV in November 2009. UNESCO has now protested against this route variant IV and against variants I-III that the road would violate the quiet zones around the former concentration camp Auschwitz-Birkenau , and threatened to put the area on the list of world cultural heritage sites at risk. For environmental reasons, variant IV was ultimately rejected by the GDDKiA.

    Finally, in 2012, four completely new variants were presented in a new feasibility study by the GDDKiA. All variants caused considerable protests in the population of the communities, in the Brzeszcze coal mine, on the part of the mining company "Silesia" as well as UNESCO and the National Monument Institute. There are three Natura 2000 areas in the vicinity of all variants; three of the four variants and the bypass of Oświęcim run close to the UNESCO World Heritage Site and all variants through mining areas. The variant A with a length of approx. 39.6 km was a mixture of the variants I, II, V, I and was rejected by the mining company "Silesia". Variant B (40.4 km) was made up of the former variants I, II, V, VI, IV, I and could, in accordance with the Nature Conservation Act and the Habitats Directive, due to potential negative effects on bird species in the Natura 2000- Stawy w Brzeszczach protected area will not be realized. Variant C (length 41.0 km) consisted of the former variants I, II, V, VI, VIb, IV, I and a new, 6 km long route. Protests from the Brzeszcze coal mine were loud. Variant D (length 39.4 km; made up of variants I, II, V, VI, III, I, Ia, I) was placed in the background compared to variants A and C. In March 2013, the company "Silesia" submitted a compromise proposal as variant E (length: 39.7 km) from variants A, C and D to the GDDKiA. At one meeting this proposal received the acceptance of all sides. This proposal was also supported by the municipalities of Miedźna, Bestwina and Brzeszcze. On February 5, 2014, a contract between the GDDKiA and the company "Silesia" stipulated that the company would investigate variant E and supplement the previous documents of the GDDKiA on the environmental impact assessment with this variant. The company bore the costs for this. The investigations were completed at the beginning of 2015, in May 2015 this variant E was endorsed by the GDDKiA as the best variant with regard to the interests of the population, the municipalities and the mining companies and the documents were submitted for the environmental impact assessment. This variant was confirmed by the Regional Directorate for Environmental Protection in Katowice by issuing the Environmental Impact Decision in June 2016. However, this decision was criticized. The complaints were referred to the second instance, the General Directorate for Environmental Protection in Warsaw. In addition, there was another complication: on July 27, 2017, at the request of the water utility in Wilamowice , the regional director of water management issued an ordinance that provides for the establishment of an indirect protection zone in Dankowice (Wilamowice) for deep wells used for underground water supply. However, this protection zone lies in the planned and defined course of the S1; the legal requirements generally do not allow the construction of an expressway through such a protection zone. In November 2018, after consultations between the GDDKiA, the local council, which called for the construction of a 3.5 km long supply line to compensate for the change in protection zones and the elimination of deep wells, and the water supply company, the latter submitted a request to change the Ordinance of July 27, 2017 submitted to the administration of the Silesian Voivodeship . After examining all documents and the complaints, the General Directorate for Environmental Protection confirmed the environmental impact decision including amendments in a resolution of April 22, 2020 and ended the proceedings before the first instance. An action against this decision was brought before the Administrative Court of the Masovian Voivodeship in Warsaw.

    Construction phase

    Despite the non-legally binding environmental impact decision, the section was divided into three subsections and the implementation planning and construction were put out to tender.

    • Mysłowice junction Kosztowy - Oświęcim junction (12.9 km)
      The call for tenders began on October 11, 2019. On February 14, 2020, the submitted offers were published. The lowest bid was submitted by China State Construction Engineering at a price of 752 million zloty (approx. 171 million euros), while the highest bid from Strabag was submitted for a price of 886 million zloty (approx. 202 million euros).     • Oświęcim junction - Dankowice (15.2 km)
      This subsection comprises a 15.2 km long route with a total of three nodes (Oświęcim, Wola, Brzeszcze). The call for tenders began on October 11, 2019.     Węgierska Górka bypass (Przybędza - Milówka)

    The planned 8.5 km long bypass of Węgierska Górka will close the existing gap between Bielsko-Biała and the Slovak D3 motorway . The realization was due to the high costs that u. a. caused by the construction of two tunnels, delayed again and again since 2010. On November 5, 2008, the GDDKiA submitted five possible variants with a preferred variant for the environmental impact assessment. The Environmental Impact Decision was issued on October 5, 2009 by the Regional Directorate for Environmental Protection in Katowice with the confirmation of the preferred option. The variant includes the construction of two tunnels with lengths of approx. 821 m and 980 m as well as the construction of nine bridge structures with a total length of approx. According to the resolution, a new single-lane construction with one lane in each direction was initially planned with the addition of a second lane in a future stage. According to the changed guidelines, the single-tube tunnels would have to have a second tube for evacuation, so that the GDDKiA is now planning the immediate construction of the two-tube tunnels. The section in between is also to have two lanes. From 2015 to 2017, the plans were completed and updated with regard to changed guidelines in order to obtain building permits. At the end of 2017, the administration of the Silesian Voivodeship approved the construction. The Ministry of Transport announced the secured funding a year earlier.

    The tender for the construction of the bypass started in January 2018. In June 2018, the cheapest offer was submitted by the Italian construction company Toto Costruzioni Generali with construction costs of 1.182 billion zloty and was the only one of all bidders below the funding of 1.314 billion provided by the GDDKiA Zloty. The GDDKiA selected this offer as the best offer in October 2018, which was lamented by the Polish-Ukrainian consortium led by Mirbud, which had offered a price of 1.379 billion zlotys. The National Board of Appeal accepted the action and rejected the Italian construction company's offer as defective and at an unusually low price. After examining all offers between December 2018 and May 2019, the GDDKiA ultimately selected the offer from the Polish-Ukrainian consortium as the best. This decision was in turn complained about by a co-bidder, the complaint initially being successfully accepted by the National Board of Appeal, but finally dismissed in the second instance by the District Court in Katowice. Since the consortium stuck to the offer, the construction contract between GDDKiA and the Polish-Ukrainian consortium was signed on October 10, 2019.
